The President of the Argentine Nation, Decreta:Article 1 - Ratifícases Resolution 441 of 28 February of the current year, of the Ministry of Economy of the Nation, establishing the organic-functional structure of that State Department.
Art. 2° − This decree will be endorsed by the Minister Secretary in the Department of Economics and signed by the Secretary of State of Finance.
Art. 3° . Contact, publish, give to the General Directorate of the Official Gazette and Printers and go to the Ministry of Economy for its purposes.

RESOLUTION No. 441 Buenos Aires, 28 February 1964.
VISTO the need to establish the basic structure of the Ministry of Economy and to define in turn the functions of the units that integrate it, in order to achieve better compliance with the tasks entrusted to this State Department by Law No. 14.439 (Organization of the Ministries and State Secretariats), amends by Law 15.796 and regulated by Decree No. 4.650/58, and
CONSIDERING:
That Resolution No. 3 of 18 January 1963, issued by the Under-Secretary of Economics, is of a provisional nature and its application causes a superposition of functions;
In view of the fact that the situation in which the national era is going through makes it necessary to minimize the State ' s expenditure, it is incumbent on the units whose service is not indispensable or that they may be regrouped without detriment from their own role;
That's why
The Minister of Economy, Solve:Article 1 - The Ministry of Economy of the nation shall have the following basic structure:
1. General Economic-Financial Directorate.
2. General Directorate of Tariffs and Imports.
3. General Directorate of Legal Affairs.
4. General Division.
5. Journalistic Information Section.
6. Intendence Services.
Art. 2° Approve the body of attached provisions, which establish the organization and functions of each of the units mentioned in art. 1 .
Article 3° − Within the fifteen (15) days of the present period, the redeployment and/or reduction of staff and the corresponding assignment of functions shall be carried out. The staff that remains unlocated within the new structure will be placed at the disposal of the Centralized Service for the Transfer and Redeployment of Staff, which operates in the General Directorate of the Civil Service of the Nation, pursuant to Decree No. 9.713/59.
Art. 4° The staff of the Ministry of Economics will continue to perceive their assets on the basis of the current budget line, with all the compensations and bonuses paid to it to date.
Art. 5° the tasks of an accounting-administrative nature shall be carried out by the General Directorate of Accounting and Administration of the Ministry of Finance, in accordance with Decree No. 140/63.
Art. 6° . The presumptive modification originating from the implementation of this resolution will be raised to the executive branch, which will come to govern from 1 March 1964.
Art. 7° − Resolution No. 3 of 18 January 1963, dictated by the Undersecretary of Economics.

B. Functions
1. From the Directorate-General
Corresponds to the Financial General Directorate:
(a) Review the economic and financial situation of the country in all its aspects permanently and methodically;
(b) Propose to superiority the appropriate measures for the proper discharge of the functions entrusted to the Ministry of Economy;
(c) To report on the impact of the implementation of general and private policies and the measures adopted or agreed by the Ministry of Economy;
(d) Intervene with its advice in the draft laws, decrees, resolutions and files and in any other matter which was submitted for consideration by the Ministry of Economy, except for the proceedings of mere procedure, the consideration of which is expressly reserved to another unit of the Ministry, or when they measure provisions of a general nature or express provision of the Assistant Secretary of Economics;
(e) To have representation and participation in the way that in each case is determined in the Advisory Committees, Committees, special working groups (permanent or transient) that operate within the jurisdiction of the Ministry of Economy.
2. From the Director General
Without prejudice to the delegation ' s possible tasks, its functions are:
(a) Coordination with the National Development Council;
(b) Relationship with the coordinating agencies of the international economic and financial negotiations and with the respective international agencies;
(c) Participation in the coordinating agencies of the international trade policy for which it is expressly designated by the Assistant Secretary of Economics.
3. From Assistant Director General
They are their functions:
(a) Replace the Director-General with the same obligations and powers assigned by the Director-General in the event of his or her leave, absence and/or impediment;
(b) To perform the tasks assigned to him by the Director General.
(a) Economic Department
It will be responsible for studies relating to the production and exchange of goods and services, both within and outside the Republic, as well as services and marketing possibilities, and also for the analysis of the national income and its distribution and the study and consideration of the balance of payments.
I Division
It will be of your competence:
(a) Primary, manufacturing and service production;
(b) Promotional regulations. Product study. Situation of other countries . Exchange. Markets. Prices.
II. Rent Division
It will understand everything related to national income and economic index. Evolution. Sector analysis. Payment balances.
(b) Financial Department
They are their functions:
(a) To study and advise on all investment, international agreements, foreign debt, financial and security agreements, markets, exchanges and all banking and insurance systems;
(b) Maintain relations with international and foreign financial agencies and with the Financial Councils of the Republic.
I. Investments Division
It will be of your competence:
(a) Public investments. General contracting of the official sector;
(b) Private investments. Conventions with other countries;
(c) Financial and guarantee agreements;
(e) Furniture market. .
II Currency and Insurance Division
It is up to you to intervene in:
(a) Exchanges, currency and credit (related to the banking system);
(b) Insurance (related to the insurance system).
III Division International credits and agencies
He'll take care of it.
(a) Relations with international and foreign financial agencies
(b) External debt;
(c) Relations with the Financial Councils.

B. Functions
1. De La Dirección General
It will be of your competence:
(a) All matters relating to the interpretation of the rules that provide for the application of surcharges and tariffs on the goods and/or products that are imported. It shall also ensure, with respect to decrees and resolutions that are lifted for the signature of the Minister and to evacuate the consultations that the National Customs Directorate and any importers undertake in this regard;
(b) Keep the customs nomenclature updated, in accordance with Article 5 of Decree No. 6.771/63.
2. From the Director General
Without prejudice to the delegation ' s possible tasks, its functions are:
(a) To represent the Ministry in the Commissions whose functions relate to the functions of the Directorate in its charge and for which it is expressly designated by the Assistant Secretary;
(b) Propose to superiority any measures that it deems appropriate for the improvement of the rules of study and application within its competence;
(c) Maintain adequate coordination between the Ministry of Economy and the Tariff Commission.
3. From Assistant Director General
They are their functions:
(a) Replace the Director-General with the same obligations and powers assigned by the Director-General in the event of his or her leave, absence and/or impediment;
(b) To perform the tasks assigned to him by the Director General.
4. Department of Capital Property
It will be responsible for intervening in the advice and study that require modifications and application of metallurgical products related surcharges, as well as the study on products that are not within the competence of the other Departments.
7. From the Department of Interpretation and Asymilations
He'll take care of it.
(a) Analysis of doubt cases on the application of import regulations;
(b) The study and report of decrees, which are related to special regimes, are lifted for signature by the Minister of Economy.
8. Administrative Section
It will be responsible for the collection and prioritization of official or private publications and reports that it is appropriate to register and retain as reference material for the functions of the Directorate-General.

B. Functions
1. From the Directorate-General
Corresponds to the General Directorate of Legal Affairs:
(a) Legally advise the Minister, Undersecretary and General Directorates of the Ministry of Economy;
(b) Prepare and draft laws, decrees and resolutions relating to their functions;
(c) To represent the Ministry of Economic Affairs in the trials in which the legal rules in force are provided;
(d) Compile all matters relating to judicial and administrative jurisprudence, as well as foreign doctrine and legislation in relation to the matter of competence of the Ministry of Economy.
2. From the Director General
Without prejudice to the delegation ' s possible tasks, these are its functions:
(a) To work with tax representatives on all matters to which the Nation is a party and to draft resolutions to be made available at the highest level.
(b) Substance the summarines entrusted to it by higher resolution.
(c) Designate the lawyers to integrate the Disciplinary and Qualifications Board.
3. From Assistant Director General
They are their functions:
(a) Replace , in the event of a vacation, absence and/or impediment to the Director-General, with the same obligations and powers assigned by the Director-General;
(b) To carry out the tasks assigned to it by the Director-General;
(c) Be in charge of the Department of Legal Advice.
4. From the Legal Advisory Department
He shall be responsible for the Views and Counseling in all files submitted for consideration.
5. From the Secretariat Section
He's in charge:
(a) Prepare the daily office;
(b) Attend the library, file and file of the General Directorate.

B. Functions
a. Division
They are their functions:
(a) To understand everything concerning the dispatch of correspondence and official documentation of the Ministry of Economics, which by its nature does not correspond to oras dependencies thereof;
(b) Centralize and coordinate the process of the draft decrees and resolutions that the Ministries and Secretariats of State refer for the signature of the Minister of Economy;
(c) Record and issue copies of decrees and resolutions originating in the Ministry of Economy;
d9 Centralize the reception, classification, registration, rotation, control and archive of the files and other documentation of the various services of the Ministry of Economy.
2. Head of Division
It will be of your competence:
(a) To subscribe the office and the documentation to the office;
(b) Require whether the removal of background, documents, reports or opinions it deems necessary for the performance of the function in your office.
3. From the Secretariat section
It corresponds to him:
(a) Study of records and/or correspondence for their turn to relevant agencies;
(b) Drafting of explanatory responses and memorandums;
(c) Translation and synthesization of documents;
(d) Receipt and registration of draft decrees and resolutions of internal or external order;
(e) Implementation of the dactilography tasks entrusted to it;
(f) Gestorias.
4. From the General Table of Entry, Departures and Archives Section
It shall be responsible for the specific fulfilment of the tasks set out in Decree No. 15,650/54 and its supplements.
5. Journalistic Information Section
It will be responsible for the preparation and distribution of press representatives, accredited to the Ministry, of communications and information provided to it through the private Secretaries of the Minister and Under-Secretary of Economics.
Its competence will be to compile and review daily news of interest to the activities of the Ministry and Assistant Secretary.
6. Intendence Service
It shall be staffed by the staff of service and teachers with direct dependence on the Secretary-General ' s private secretary.
