VISTO Decree No. 7.290 of 23 August 1961 establishing the National Development Council as the agency of the Presidency of the Nation, and

CONSIDERING:

That in order to achieve an efficient and dynamic functioning of the Council, as a specialized agency, it is urgent and essential to complement the provisions of the decree of creation;

That, for the same purpose and in order to enable the proper recording of the budgetary management of the audited agency, it is necessary to have the opening of a special account that will be appropriately incorporated into the General Budget of the Nation, which falls within the authority agreed to to the executive branch by article 12 of Act No. 16.432;

Therefore,

Article 1 . The President of the National Development Council will give the basic directives for the planning and promotion of the economic development of the country.

Art. 2° . The President of the National Development Council may delegate to the Vice-President the execution of acts and representation that make the functioning of the agency effective.

Art. 3° de Please refer to the National Development Council:

(1) Conduct contracts with experts, technicians, general staff, both from the country and abroad, to perform executive, study and/or task functions in working groups that it deems appropriate to form, and designate or request their subscriptions.

(2) Hiring or agreeing work, advice and/or services with persons of visible or legal existence and national and international official and private institutions.

(3) To conclude agreements in/and technical cooperation with the provinces, with national distributions and with public and private agencies throughout the territory of the Republic.

(4) To have, in all its aspects, the costs of mobility, courtesy, tickets and lodgings, roads, which are contracted or available, both of the staff, experts, advisers and staff assigned to it official missions within and outside the country.

Art. 4° de Disposal the opening of the Special Account in the jurisdiction of the President of the Nation that will be called "National Development Council", which will operate with the following regime:

(a) It will be credited with funds intended to promote development and/or all those from both national and international agreements and will be debited by the costs of implementing them.

(b) The Special Account established by this Decree shall be administered directly by the National Development Council, which shall formulate monthly a demonstrative state of the revenues and incomes operated therein, for subsequent shipment to the National Account.

(c) The balance at the end of the respective period shall be transferred to the next period.

Art. 5° . Except the National Development Council for the provisions set out in Decree No. 413/60, taking into account the specific functions to be performed by the National Development Council.

Art. 6° presente This decree will be endorsed by the Minister Secretary in the Department of Economics and signed by the Secretary of State of Finance.
