DECRETO N° 4.650.

VISTO: Act No. 14.439 on the organization of ministries, and the urgent need for rules for the proper determination and application of the competence and powers assigned to the Ministry of Economy, until the corresponding general statutory decree of the Act is issued, and

CONSIDERING: It is up to the Ministry of Economy to propose to the executive branch the economic-financial policy of the State; that it should advise the executive branch in all internal and external affairs that are directly or indirectly related to the economy and finances of the country; that it is also responsible for the control of the implementation of this policy for its best and most effective realization, and for the coordination of the action of the Ministries of State of Agriculture and Livestock, Trade and Finance.

Therefore:

THE PRESIDENT OF THE ARGENTINA NATION,

RIGHT:

Article 1. . It is up to the Ministry of Economy to propose to the executive branch the adoption of the state's economic-financial policy and the national development pianos, with the completion of the means and norms for their implementation.

Art. 2°. . He will advise the Executive, on the opportunity of measures of an economic-financial nature, in which he should participate in his role as co-legislator, or dictate them, if any, in the exercise of his regulatory power.

Bills containing aspects of such nature that the Ministries and State Secretariats submit for consideration by the Executive Branch for submission to the Honorable Congress, will be processed with the intervention of the Ministry of Economy.

Art. 3. . Without prejudice to the information that corresponds to it to raise in compliance with its functions, the Ministry of Economics will submit to the Executive an in-between the economic state of the country on an annual basis, exposing the problems that arise during the year and the prospects for the next, and suggesting the adjustments to be made in the short-term policy. It will be responsible for the preparation of the annual economic budget of the Nation. It will also work in the area of its competence with the national development study and planning agency, which establishes article 34 of Act No. 14.439.

Art. 4°. Los The various Ministries and State Secretariats, and the decentralized entities, will provide the Ministry of Economy with all the information requested by the Ministry to carry out its functions.

The State Secretariats and the Directorates I distribute decentralized divisions that integrate them, which operate within the jurisdiction of the Ministry of Economy, shall directly carry out and supply all reports, studies and opinions linked to sit competence entrusted to them.

Art. 5°. s For the purposes of compliance with the punctures set out in section 11 (2) and 6 of Act No. 14.439, believe under the pendence of the Ministry of Economy the "General Assembly for Coordination and Plans"-

Art. 6th. . Within one hundred to eighty (180) days the Ministry of Economy will propose to the Executive Branch, in accordance with the constitutional and legal order, the measures that will allow to coordinate with the Provincial States everything related to plans of government linked to economic matters.

Art. 7°. . Communicate, publish yourself to the General Directorate of the National Registry and archvese.
