Denomination of the Ministries of Executive Power ARTICLE 1 El The business office of the Nation will be in charge of the following ministries of State secretaries:I. Foreign Affairs and Worship.

VII. Public works.
VIII. Transportation.
IX. Treasury.
X. Agriculture and Livestock

Attributions of Ministers of Executive Power ARTICLE 2o The headlines of the ministries of State secretaries shall have the following powers in the fields of their competence:1. To comply with and enforce the Constitution and the laws and decrees in force.
2o Refrender and legalize with its signature the acts of the president of the Nation.
3o Address the relations of the executive branch with the legislative and judicial branches of the federal government; the provincial governments; the organizations of the people; the foreign governments and the international entities that maintain relations with the Argentine government, and adopt, with the intervention of the appropriate mysteries, the measures that ensure the normal development of them.
4th To attend meetings of the Senate or the Chamber of Deputies, for the purposes of articles 64 and 88 of the National Constitution.
5th Project and subscribe the messages and bills that the Executive Branch submits to the National Congress, and intervene in the process of the laws sanctioned by the National Congress, in accordance with articles 70, 71, 72 and 73 of the National Constitution.
6th Project the decrees of the executive branch, as well as the instructions and regulations it must issue to ensure compliance with the laws of the nation.
7th Provide in all respects the best knowledge and implementation of the laws and resolutions of the executive branch.
8th Intervention in the conclusion of contracts representing the State.
9o Ensure compliance with the decisions of the Judiciary.
10. Act in defence of the rights of the State under the existing legal provisions.
11 Solve all matters concerning the economic and administrative system of their respective departments, and take the necessary measures to ensure the performance of their functions.
12. Elevar to the executive branch the budget proposals of their departments.
13. Submit the investment account annually under the accounting law.
14. Raise the executive branch before April 15th of each year the detailed memory of the state of business of its respective department.
15. To effect the preferential process of petitions addressed to the President of the Nation.
16. To propose to the Executive the appointment and removal of the ministry ' s staff.
17. Exert the direction of the activities carried out by the Ministry ' s offices and the respective staff.
18. Conduct, promote and sponsor studies and research for the promotion and protection of national interests and the progress of the country.
19. Keep updated the general file of the ministry in charge.
Functions of the Ministries of Executive Power in general ARTICLE 3o Los The ministries of the executive branch will assist the president of the nation in exercising his powers related to the execution of the government and will have, in the areas of his competence, the following common functions:1 Gather information related to your execution tasks.

3rd Execute General Executive Resolutions and Plans.
4th Report to the Executive Branch on the implementation of the functions assigned to them by this Act and, in particular, on the status of implementation of the resolutions and plans in force.
Ramos of the ministries ARTICLE 4o , In order to comply with article 84 of the National Constitution, the ministries of the Executive Branch shall understand in the following branches:I. Ministerio Ministerio de Relaciones Exteriores y Culto
It is incumbent upon the Ministry of Foreign Affairs and Worship to assist the President of the Nation in all matters related to the foreign relations of the Republic, the freedom of worship and the support of the Roman Apostolic Catholic cult by the federal government, and in particular what is inherent in:
1o Sustaining the fundamental principles of the National Doctrine in international policy.
2nd The relations of the Republic with foreign Governments and international entities, directly or through the heads of mission.
3o International meetings, congresses or conferences and special missions to foreign Governments and international entities, as well as appropriate instructions on each case.
4o The permanent or temporary representations of the Republic abroad and its members, whose designation will be made in cases of staff outside the Ministry, on the proposal of the appropriate department.
5o The reports and conclusions to be submitted to the Executive Branch by Argentine, permanent or temporary representations abroad.
6th The promotion of the international relations of the entities that represent organizations of the Argentine people with their similar ones abroad.
7o Treaties, covenants, conventions, protocols, agreements, arrangements or any other legal instrument of an international nature, at all stages of negotiation, with the participation of the relevant departments.
8th The foreign diplomatic and consular corps.
9th The foreign service of the Nation and the technical aggregates designated on the proposal of the relevant ministries and who will be, in all cases, subordinated to the head of the respective mission.
10. The protection of Argentine citizens and interests abroad.
11. The declaration of the state of war or other acts authorized by international law.
12. The introduction and transit of foreign forces into the territory of the Republic and the departure of national forces.
13. The conclusion of international limits and the relevant treaties and arrangements, the registration and dissemination of the official boundary map of the Republic.
14. The processing of judicial appeals and extradition requests, to the extent of their competence.
15. The legalization of documents of an international character. Immigration.
16. The keeping and use of the Great Seal of the Nation in the international documents of the Republic.
17. The archive of the international documentation of the Republic.
18. The publication of the official text of treaties and other international agreements concluded by the Executive Branch.
19. The dissemination abroad, with the collaboration of the relevant agencies, of the knowledge of the Republic and the promotion of the international exchange of all orders of culture.
20. Relations with the Government of the Roman Catholic Apostolic Church,
21. Relations with and registration of all religious organizations operating in the country.
22. The substance of concordats with the government of the Roman Catholic Apostolic Church.
23. The process and execution of the arrangements of the employer.
24. The promotion and support of the spiritual and social action carried out among Aboriginals by the missions of the Roman Apostolic Catholic worship.
25. The granting of ecclesiastical credentials.
26. The intervention in the process of grants and subsidies for the building of temples and their dependencies, and economic aid to religious social action entities recognized by the ecclesiastical authority.
II. Ministerio Ministerio de Interior y Justicia
It is up to the Ministry of the Interior and Justice to assist the President of the Nation in the exercise of the internal political government, security and public order, the organization and operation of the Judiciary, in particular:
1o The relations of the executive branch with the legislative and judicial branches of the federal government.
2nd The relations of the executive branch with the governments of the provinces and with the governors as natural agents of the federal government.
3o Interprovincial relationships. The admission of new provinces and the meeting and division of existing ones. Limits of provinces and national territories.
4o The intervention of the federal government in the provinces.
5o The government of the Capital of the Nation.
6th The government of the national territories.
7o The call and extension of the sessions of the Congress.
8th The reform of the Constitution and the relations with the conventions that meet accordingly.
9th The Public Prosecutor ' s Office, its organization, operation, direction and designations as soon as the Executive Branch is concerned.
10. The appointment of judges of the Supreme Court of Justice and the other courts of the Nation, as well as the procedure of the respective Senate agreements.
11. The population, and in particular: migration, naturalization, alienation and nationality.

III. Ministry of Labour and Security
It is up to the Ministry of Labour and Security to assist the President of the Nation in the exercise of the Rights of the Worker, the dignification of work, the humanization of capital and the elevation of social culture, and in particular what is inherent in:
1o The integral protection of the worker.
2nd The orientation and training of workers.
3o The relationships between work and capital.
4o Professional associations of workers and their legal regime.
5o Relations between the organization of workers and the organization of employers.
6th Collective negotiations. Working conflicts. The collective labour agreements.
7o The organic and coordinated promotion of the cultural and assistance works of professional workers ' associations.
8th the regime of cooperatives, mutualities, supplies, trade union schools and in general all the social services of professional workers' associations.
9th Legal aid for workers. The conciliatory body in individual labour conflicts.

V. Ministerio Ministerio de Asistencia Social y Salud Pública
It is incumbent upon the Ministry of Social Welfare and Public Health to assist the President of the Nation in the exercise of the State ' s duties in the field of social assistance, especially of a medical and social nature, in particular:
1o The national organization of social assistance and medical social action.
2nd National coordination of State services (national, provincial and municipal), with private social assistance and public health services.
3o The integral assistance of states of necessity, individual or collective.
4o The protection of indulgent minors and elders.
5o Social reeducation services.
6th Prevention, prophylaxis and treatment of diseases.
7o Prevention, prophylaxis and treatment of bucodental conditions.
8th Health and medicine of work in general and technical inspections required by the Ministry of Labour and Security.
9th Child hygiene and medicine.
10. Comprehensive protection of the mother and child.
11. Rehabilitation of or invalid.
12. The health defense of the country in areas of slopes, ports and airfields.
13. International health cooperation.
14. The overall coordination of social assistance services of State staff.
15. Technical and economic assistance to provinces, territories, municipalities and public and private institutes in the field of social assistance and public health.
16. Regime and control of activities related to the exercise of social assistance and public health.
17. The general regime of the medical professions and the technical staff of them.
18. The registration of medical professionals and their technical staff.
19. Registration of state and private facilities for social assistance and public health.
20. Sanitary and brothologic control of food.
21. Industries of materials, instrumentalities and products of common use in the exercise of social assistance and medicine.
22. The preparation and updating of the Argentine pharmacopea, the brothological regulations and the National Health Code.

6th The planning of the works and the execution of the corresponding works and installations.
7o The Telecommunications Networks of Property of the Nation.
8th Coordination and control of public telecommunications services of national jurisdiction.
9th Promoting postal and telecommunications industries.
10. The tariff regime of all services.
VII. Ministerio Ministry of Public Works
It is up to the Ministry of Public Works to assist the President of the Nation in the construction and maintenance of public works as soon as they are not assigned by the Executive to other State departments, and in particular the inherent thing:
1o Public buildings.
2nd The homes, schools, tourism hotels, holiday colonies, hospital establishments, public monuments, social works, silos, granos elevators, hydraulic works and sanitary works.

It is up to the Ministry of Transport to assist the President of the Nation in matters related to public passenger and cargo transport services, and in particular:
1o The transport service by the national railway system.
2nd The car transport service.
3o The services of river, sea and air transport, internal and international intercoms.
4o The commercial ports and airports in matters of their competence.
5o The rational organization of the country ' s transport system in accordance with its social, economic, political, international and defence functions.
6th The coordination of public services of internal transport with Argentine and foreign internationals.
7o The management, administration and exploitation of public transportation services by the State, as well as the construction and maintenance of the relevant works and facilities.
8th The regime and control of private companies providing public transport services.
9th Promoting transport-related industries.
10. The tariff regime of all services.
11. Guidance of staff instruction for the performance of their air and sea services.
12. The promotion, planning, organization and attention of national and international tourism services.
IX. de Ministry of Finance
It is up to the Ministry of Finance to assist the President of the Nation in all matters relating to the State ' s heritage, resources and expenses, and in particular what is inherent in:
1o The overall cost budget of the national administration; investment plans, resource calculation and the investment account.
2nd The Treasury, income perception, payment regime and public debt.
3o Tax and customs regimes.
4o The accounting, administrative, financial and property control of the national administration, the social work and the State-appointed subsidies.
5o The National Civil Service Registry.
6th The State Property Registry.
7o The administration of State property as soon as it does not correspond to other State agencies.

3o The pricing and control of consumer goods.
4o The repression of trusts and illicit monopolies.
5o Standardization, criminalization and identification of goods in domestic trade.
6th The application and control of the weights and measures system, and the rules that ensure commercial loyalty.
7o Procurement and sales that are made on the basis of external marketing, or for reasons of defence of production and consumption.
8th Promoting exchange.
9th The study of foreign markets and the international trade organization.
10. Organization and participation in national and international fairs.
11. The organization, promotion and diversification of exports, their characterization and control of their quality.
12. The dissemination and propaganda of Argentine export products.
13. The organization and realization of the supply of import products.
14. State procurement abroad, except for exceptions determined by the Executive Branch.
15. Intervention in international trade agreements, agreements or arrangements.
16. The establishment of import and export quotas; the development and implementation of the foreign trade budget, in coordination with the relevant departments in order to comply with the plans in force.
17. Intervention in the fixing of customs exchange rates and tariffs, and advice in the determination of transportation fees.
18. Cooperative associations and, in particular, their activities related to supply, consumption and internal or external trade.
XIII. Ministerio Ministry of Finance
It is up to the Ministry of Finance to assist the President of the Nation in the execution of banking, monetary, exchange policy, market of securities, insurance and reassurance, and in particular what is inherent in:
1o The defense of the value of the coin.
2nd Regulation of credit and means of payment.
3o The authorization and setting of bank interest rates.
4o The regime and control of banking activity, the market of furniture, insurance and reassurance and the capital movement.
5o The regime and the fixing of exchange rates.
6th The development and implementation of the foreign exchange budget, in coordination with the relevant departments and in order to comply with the plans in force.
7o Intervention in international agreements, agreements and arrangements of a financial and commercial nature.
8th Internal and external credit operations, public borrowing and other obligations on behalf of the Government of the Nation.
9th Coin coins and ticket printing.
10. The formulation and implementation of savings plans and the control of private capitalization and savings entities.
11. Colonization in lands of private origin, as planned.
XIV. de Ministry of Army
It is incumbent upon the Ministry of Army to assist the President of the Nation in the exercise of his constitutional powers that relate to the army; and in particular the inherent:
1o The acts of the President of the Nation related to the army.
2nd The senior leadership, organization, preparation and employment, administration, government and discipline of the army.
3o The preparation and application of the doctrine for the use of army forces.
4o The mobilization, supply, transport and communications of the army.
5o The proposal to the Executive Branch of:
(a) Army forces in time of peace and war and their distribution according to the needs of the Nation and in accordance with the corresponding military plans.
(b) The appointment of the superior commands of the army.
(c) The granting of degrees, rewards and honours under the existing legal authorizations.
6th The implementation of the plans corresponding in case of internal shock.
7o The coordination of their executive tasks with those of the other ministries, and especially with those of other armed forces in order to comply with the existing plans.
8th The management, administration and development of establishments for the production of military-specific materials; procurement required for their operation and the coordination of their production with the country ' s industrial activity.
9th The preparation and conduct of the active anti-aircraft defense with land-based media and the passive territorial defense.
10. The direction of scientific research, and in particular the accomplishment of the tasks assigned to it by the "Law of the Most Holy Letter, in the manner established by it.
XV. de Ministerio de Marina
It is incumbent upon the Ministry of Marine Affairs to assist the President of the Nation in the exercise of his constitutional powers that are not related to the Navy, and in particular to:

7o The coordination of their executive tasks with those of the other ministries, and especially with those of the other armed forces in order to comply with the existing plans.
8th The promotion, driving and development of industry, research and experimentation in the field of naval constructions. The management and administration of their establishments and their coordination with the industrial activity of the country.
9th The maritime defence of the Nation, support for the operations of the other armed forces and the conduct of the maritime war.
10. The protection of Argentine citizens and interests at sea and their coasts and the development and maintenance of the means appropriate to the needs of the maritime war and to fully exercise naval power.
11. Training and training of the human potential of the marine reserve.
12. Explorations, works, studies and research on oceanography, hydrography, astronomy, meteorology, geography, magnetism, cartography and other marine sciences, and the atmosphere on the coasts, islands and the sea, and the maintenance, operation and administration of observatories, stations and services in the field.

(c) The granting of degrees, rewards and honours under the existing legal authorizations.
6th The implementation of the plans corresponding in case of internal shock.
7o Coordination of its executive tasks with those of the other ministries; and especially with those of the other armed forces in order to comply with the existing plans.
8th The promotion, driving and development of industry, research and experimentation in aeronautics. The management and administration of their establishments and their coordination with the industrial activity of the country.
9th The national air defence, support for the operations of the other armed forces and the conduct of the strategic air war.
10. The preparation and conduct of active air defence.
11. Training and training of the human potential of the reserve of military aircraft.
12. The exercise of State police power in the area of air circulation and the establishment and operation of facilities and services necessary for their support and protection.
13. Authorization, promotion, guidance and control of air work.
14. Authorization for the implementation of infrastructure, its empowerment, registration and control.
15. Entitlement, registration and control of aviation materials and personnel and their instruction.
16. The technical advice of all cases of the acquisition of aeronautical material, in order to ensure the further rationalization of such material.
17. The organization and conduct of the search, assistance and rescue of endangered or injured aircraft.
18. The conduct of the technical investigation of air accidents, the inspection of the spoils and the official determination of the causes thereof.
19. The realization and authorization of the cartography and aeronautical publications for the navigation and safety of the flight.
ARTICLE 5o . In cases of doubt about the Secretary of State ministry to which a matter is concerned, it will be dealt with by the one appointed by the President of the Nation.Matters originating in a State secretariat ministry, but which relate to the specific functions assigned by this law to another, are within the competence of the latter.
The matters which, by their nature, should be resolved by two or more departments, shall be upheld and legalized with the signature of all ministers secretaries of State who intervene in them.
Coordination of the offices of the ministries of the executive branch Article 6 El The business office of the Nation will be coordinated in response to the National Doctrine and the government plans underlying it and through the general or specific coordination agreements, bodies and councils that it determines and Executive Power. ARTICLE 7 (transitory). . Authorize the executive branch to transfer, merge and restructure its distributions, to set the administrative organization in line with the provisions of this law, and to introduce the necessary modifications to the existing legal provisions that determine the organization and operation of its distributions as soon as they oppose compliance with this law.The Executive Power shall establish the jurisdiction of agencies whose tasks correspond to those of two or more State divisions, where it is appropriate to retain the unity of their management.
It is empowered to effect the adjustment and redistribution of the provisions set by Act No. 14.184 to the ministries specified in article 1 and agencies that correspond to the application of article 6, as well as to make available the budgetary modifications corresponding to the administrative system carried out under the preceding authorizations or by application of this Act, being authorized for this time, to raise to the Honorable Congress the proposed budget for the next period of August 1954.
ARTICLE 8 . Laws 13.529, 14.121 and supplementary provisions are repealed as soon as they object to the present. Article 9 .
