CREASE THE NATIONAL CORPORATION OF OLIVICULTURA, IN THE CITY OF SAN JUAN AND DEPENDENT OF THE MINISTERY OF AGRICULTURA
WHY:

LEY:
Article 1. - Créase la Corporación Nacional de Olivícola, con sede en la ciudad de San Juan, depende del Ministerio de Agricultura y con la autarchquia que le acuerdo esta ley.
The Corporation shall enjoy all the rights, obligations and duties of legal persons, and, as such, may perform all acts of civil and commercial law.
Art. 2°. - The technical and administrative direction of the Corporation will be exercised by a directory composed of a president, Argentine technician, who will represent the Ministry of Agriculture, and six vowels, appointed by the Executive. A Senate agreement will be required to be appointed President.
The directory will last four years in its functions, renewing the vowels for halves every two years, the first renovation should be carried out by lot.
Art. 3.- The position of the president of the Corporation will be incompatible with any other public service, and will have a monthly remuneration of two thousand pesos national currency ($2,000 m/n). The positions of vowels will be honorary and represent the Secretariat of Industry and Commerce and each of the olive regions of the country, namely: Cuyo (Mendoza, San Juan and San Luis); Centro (Córdoba, Santiago del Estero and Tucumán); Litoral (Santa Fe, Entre Ríos, Corrientes); Noroeste (La Rioja, Catamarca, Salta and Jujuy) Rio y Sur (Buenos Aires, Buenos Aires).
Art. 4°- The president will be the legal representative of the Corporation. The directory will designate at the first session of each year a vice president who will replace the holder in case of impediment.
Art. 5°- The functions of the National Olive Corporation will be:
(a) To promote in all aspects the cultivation of olives and their industrialization, and to promote the marketing of their products;
(b) To carry out the technical and economic planning of the production and industrialization of the olive tree and its products;
(c) Conduct studies and research to determine the factors of greater technical and economic preponderance in oliquicultural progress;
(d) Install experimental and promotional industrializing plants for the integral use of olive products;
(e) To produce large-scale grafted olive plants with selected varieties that are particularly suited to the different ecological regions of the country;
(f) To promote and propagate by the means it deems most appropriate, the knowledge of appropriate methods for the cultivation of olives and the industrial exploitation of their products.
Art. 6th. - These are obligations and duties of the directory:
(a) To elect to the Executive Branch the proposed budget for consideration by the Honourable Congress;
(b) To appoint professional technical and administrative staff. Any technical charge in the Corporation shall be provided by qualifications and background;
(c) To appoint workers and teachers and service staff;
(d) Recruiting services, provision of materials and acquisition of products necessary for the exploitation of their establishments, with the possibility of dispensing from the public tender up to $10,000 m/n, in case of urgency founded in the Board resolution;
(e) Hiring abroad the technical services of professionals of recognized competence in oliviculture and elayotecnia, if deemed appropriate;
(f) To grant scholarships to Argentine professionals graduated from the faculties of Agronomy and agricultural schools, in order to improve their olive-growing studies in foreign institutes;
(g) To agree with the Banco de la Nación Argentina, a special regime of long-term credits that allows the best economic development of producers;
(h) To issue a detailed report on its activities to the Executive Branch on an annual basis;
(i) Develop the internal regulations for the establishments of their unit;
(j) To advise the Executive in all matters relating to the olive industry.
Art. 7°. - In each province, territory or olivícola region, the Corporation will install a delegation formed by a technician as an inspector head of area that will be advised by a board of three people, olivicultors and industrialists. These boards shall have as their mission, in addition to which they assign the regulation of this Law, to propose to the corporation the technical and economic measures leading to the improvement of the exploitation in their area, and shall have the staff assigned to them the directory.
Art. 8°. - The funds of the National Olive Corporation will be formed with the following resources:
(a) Annual subsidy included in the general national expenditure budget in a quantity not less than $ 500,000 national currency;
(b) Produced from the sale of plants, stakes, seeds, olives and oils produced and produced in the nurseries and factories dependent on the Corporation;
(c) Contribution of provincial governments proportionally to the economic importance of cultivation in their respective jurisdictions.
Art. 9°. - Constructions to install their technical and administrative bodies will be made by the corporation under the law of Reconstruction of San Juan, up to the amount of $1,500 000 national currency.
Art. 10. - Until the Corporation does not have sufficient resources of its own, it will work through the loan agreed by the Bank of Argentina to the current Corporación Nacional de Olivícola, whose personnel, furniture, properties and other property will become part of the entity created by this Law.
