ARTICLE 1 A special and extraordinary budget allocation is provided in the sum of up to CINCUENTA MILLONES DE PESOS ($ 50,000) for the National University of Luján (UNLu), in the concept of reparation for the damages and subsequent closure suffered by the University and its community during its closing in the period from 1976 to 1983, which will be called the "Special Allocation of the National University of Lumán.

The allocation referred to in the preceding paragraph shall be set out in the Budget Act for the National Civil Service, which shall be included in the financial period for the year of entry into force of this Act, the necessary amounts required for the start of implementation of the investment plan, which, for this purpose, shall be prepared by the National University of Lujan (UNLu).

Please provide that the four national budget laws following the financial period referred to in the preceding paragraph should include the amounts required for the continuation and completion of the planned investment and construction plan.

The Chief of Cabinet of Ministers shall carry out the necessary budgetary restructuring to comply with the provisions of this Act.

ARTICLE 2 Trust in the scope of the University Policy Secretariat of the Ministry of Education, Science and Technology, the Advisory Commission for Historical Reparation of the National University of Lujan (UNLu), which will be established within the SESENTA (60) days of the publication of this Law.

Article 3 The Advisory Commission for Historic Reparation of the National University of Lujan (UNLu), will be composed of:

(a) The University Policy Secretary of the Ministry of Education, Science and Technology;

(b) The Rector of the National University of Lujan;

(c) A representative of the National Inter-university Council;

(d) A national deputy appointed by the commissions of Education, Science and Technology and Budget and Finance, of the Honorable Chamber of Deputies of the Nation;

(e) A national senator appointed by the commissions of Education, Culture, Science and Technology and Budget and Finance of the Honorable Senate of the Nation;

(f) The Secretary of Finance of the Ministry of Economy and Production.

ARTICLE 4 The Commission established by Article 2 shall operate a maximum of TREINTA (30) days and shall be chaired by the Secretary of University Policies of the Ministry of Education, Science and Technology, the time limit for which it shall produce Views. The Commission shall issue its own rules of procedure and its components shall not receive any remuneration or compensation.

ARTICLE 5o The Commission should elaborate its views on the following points, including:

(a) The scope of compliance with Act No. 23,044 and pending situations of resolution;

(b) Other needs of UNLu arising from the impact of the closure of operations during the military dictatorship;

(c) The historical evolution of national budgetary resources for UNLu from its foundation to 2006.
