ARTICLE 1 For the purposes of this law, biological samples, non-biological materials, organic and inorganic samples, organs, tissues and hematopoietic parent cells, as well as parenteral foods, drugs, vaccines and medicines, inputs and spare parts of equipment for health institutions, whose use is necessary and urgent for the care of people ' s health.

ARTICLE 2 Companies that provide passenger and cargo aerocommercial transport services, whether regular or non-regular, are obliged to transport "sanitary charge" on the first flight to the required destination. The "sanitary charge" will have priority to be shipped above all other cargo and passengers.

Article 3 In the event of non-compliance with the provisions of the present law, the enforcement authority shall impose penalties for the receipt or fine of two (2) to five hundred (500) times the value of the maximum applicable rate for one hundred kilograms (100 kg) of cargo corresponding to the greatest path contained in the instrument of concession, authorization or permit.

ARTICLE 4 The authority for the implementation of this law shall be the Undersecretary for Aerocommercial Transport, under the Ministry of Federal Planning, Public Investment and Services Ministry of Transport.
