INCOME OF EXTRACT MILITAR PERSONAL IN THE NATIONAL TERRITORY AND/or EGRESO OF NATIONAL FORCES Law 25.896 Authorize the departure of military personnel from the Argentine Air Force and the entry of military personnel from the Brazilian Air Force, who will participate in the Combined Exercise of Irregular Inter Border Traffic Control called "PRATA II". The Senate and Chamber of Deputies of the Argentine Nation assembled in Congress, etc. sanction with force of Law:

ARTICLE 1or de Authorize the departure of military personnel from the AEREA ARGENTINA FORCE and the entry of military personnel from the BRAZILIAN AEREA FORCE to participate in the PRATA II Combined Exercise, which will take place on both sides of the northeastern border of our country with the FEDERAL REPUBLIC DEL BRAZIL, according to the detailed information in Annex I, which is an integral part of this law.

Annex I

BASICA INFORMATION REQUERED FOR THE AUTHORIZATION OF NATIONAL TROPS OUT OF THE TERRITORY AND AGAINST FOREIGN TROPS IN THE TERRITORY.

  • Type of Activity to Develop:

Combined Air Movement Control Air Force Exercise Irregular Inter-border "PRATA II".

  • Project origin:

The PRATA exercise is within the framework of the "Transit Control Agreement for Aircraft allegedly Committed in International Illicit Activities", signed between the BRAZIL DEFENSA MINISTERIES and ARGENTINA, on 9 December 2002.

  • Principles of the Objectives of Activity:

A) Politicians: Materializing the objectives of the Agreement signed between the ARGENTINA REPUBLIC and the FEDERAL REPUBLIC BRAZIL and strengthen the Mutual Confidence Measures.

(B) Strategic: Joint efforts to discourage the transit of irregular aircraft carrying out transnational flights (Article 1 of the Reference Agreement).

C) Operatives:

Train the MAYOR States of the ARGENTINA AEREA FORCE DEFENSA COMANDS and the AEREA FORCE BRAZIL in the planning of Aerospace Defense operations.

Training in the control of the transit of irregular aircraft flying over the respective border airspaces (Art. 2 of the Reference Agreement).

Establish procedures for permanent coordination between the aerospace defense systems of the AEREA ARGENTINA FORCE and the BRAZILIAN AEREA FORCE.

Establish a combined doctrine of procedures for intercepting aircraft.

Intensify the exchange of information and experiences related to the control of aircraft involved in transnational illicit activities (Art. 2 of the Reference Agreement).

Determine areas of responsibility for air defence, in order to establish responsibility for the control of air space, as well as the control and conduct of interceptions.

  • Activity configuration:

ARGENTINA REPUBLIC

FEDERAL REPUBLIC OF BRAZIL

Place of realization:

. Frontier Southeast of BRAZIL and Northeast of ARGENTINA.

Deployment of troops and means:

The ARGENTINA AEREA FORCE will participate in this exercise with up to a maximum of DOSCIENTOS (200) effective, from which it will deploy to Brazilian territory up to a maximum of VEINTICINCO (25) effective.

The BRAZILIAN AEREA FORCE will deploy a maximum of VEINTICINCO (25) to Argentine territory.

The AEREA ARGENTINA FORCE will operate on Brazilian territory with up to a maximum of CUATRO (4) IA-58/MS-760 (in transit).

The BRASILEÑA AEREA FORCE will operate on Argentine territory with up to a maximum of CUATRO (4) aircraft (in transit).

  • Situational framework:

Aircraft control in the border area to prevent allegedly irregular flights.

  • Dates of departure, duration of the activity:

It is scheduled to take place from 17 to 21 May 2004, with the activity a maximum extension of CINCO (5) days.

  • Immunity:

It was not required for foreign troops to enter, nor did it request another State for the national forces to leave.

  • Cost:

The activity has an approximate cost of DOLARES TREINTA AND CUATRO MIL QUINIENTS (US$ 34,500.00).

  • Financing:

The financing of the exercise will be carried out with budget funds of the AEREA ARGENTINA FORCE planned for 2004.
