The Senate and Chamber of Deputies of the Argentine Nation assembled in Congress, etc. sanction with force of Law:

ARTICLE 1 Authorize the entry of foreign troops and the departure of national forces, as appropriate, to participate in the following combined exercises planned for the course of the current year: "UNITAS XLV 2004 - FASE PACIFICO", "PANAMAX - 2004" and "VIEKAREN VI -2004", according to the detailed information in the respective Annexes, which are an integral part of this law. Annex I

BASICA INFORMATION REQUERED FOR THE AUTHORIZATION OF HEALTH OF NATIONAL FORCES OUT OF THE TERRITORY.

  • Identification and type of activity to develop

- Combined Multilateral Training Exercise "UNITAS XLV - 2004 PACIFICO FASE".

  • Origin of the project

- The UNITAS exercise, started in 1960, originally between the ARMADA of the United States of AMERICA and the ARMADA of all the countries of SUDAMERICA, bilaterally with each, with the purpose of providing the participants with the opportunity to conduct combined naval operations, increase the operational capacities of their naval, air and marine infantry forces, enhance mutual understanding of the material and human resources involved, promote mutual understanding, and promote mutual trust.

Since 1999, this exercise is divided into THREE (3) phases according to its geographical location: Atlantic, Pacific and Caribbean. In the PACIFICO OCEANO, it is up to the PERU REPUBLIC to organize the exercise for the year 2004, this being the first time in the region that organizes an exercise with an amphibian phase that contemplates operations on the coast and in the jungle.

In the same way that during the 2003 Atlantic phase, which took place in our country and from which a surface unit of the MARINA DE GUERRA of the REPUBLIC OF PERU participated, for the next edition in those waters the ARMADA ARGENTINA has been invited to participate with human and material means in the Anfibia phase and in the Naval phase itself.

This exercise is based on the consolidation of the operational and material capacities that make a deterrent strategy effective, further supporting the maintenance of international peace and security, in particular that of our continent.

+Fundaments of the objectives of the activity

The ARMADA ARGENTINA has inscribed in its mission to be a tool of the Foreign Policy of the Nation, and to this end develops activities framed by international military cooperation.

The protection of the interests of the ARGENTINA REPUBLIC, in the maritime spaces that bathe their coasts or beyond them, either in concert with other nations or acting independently, requires a wide range of military capabilities.

In compliance with the current Defence policy of using the ARMED FORCES in an effective deterrent, strictly defensive strategy of the territory and of its own resources, it is inserted into a secure regional framework, where participation in inter-national peace missions is sought, under the mandate of the United Nations Organization for Peace or of the Organization of AMERICAN States, with the objective of ensuring that international peace is properly recognized,

Through the realization of this multinational combined exercise, the existing bonds of friendship are fundamentally reinforced and the level of interoperability between the intervening ARMADAS is increased, through the conduct of naval exercises with surface, submarines, aerials and Marine Corps.

It is important to mention that the means to be used by the ARMADA of the United States of AMERICA are state-of-the-art technology, allowing the observers themselves to embark, appreciate and evaluate the new technical capacities, as well as their own means, operate in the sea and in coastal areas, allowing them to evaluate, train and increase their level of enlistment for international peacekeeping operations.

- Deployment of troops and means

Naval exercises will be carried out in international waters, in accordance with the criteria set out in the United Nations Convention on the Law of the Sea. The participating surface units will be directed to the port of EL CALLAO together with the rest of the participating units, as operational visits for logistical purposes and to carry out the final review of the exercise in order to draw conclusions and recommendations for future periods.

Amphibian exercises will be carried out in coastal waters under Peruvian jurisdiction, rather than determined by that country during planning.

During navigation in the Peruvian territorial sea, in which that nation has full jurisdiction, strict compliance with the guidelines provided for by that convention shall be given.

+ Situational framework

The guiding concept of this exercise is based on the implementation of a hypothetical international mission mandated by the United Nations Organization for Foreign Affairs, characterized by ongoing crisis management and pawning rules, during which troop landing practices are carried out through the use of amphibian vehicles and helicopters in a simulated environment of multiple threats from the sea, without affecting the environment of the environment or maritime activities. In this context, tactics, doctrine and operational procedures for the use of naval forces are developed and improved and operations are coordinated at sea.

The presence of a considerable number of ships with their boarded organic helicopters, ground-based aircraft, and Marine Corps elements, is a worldwide exercise of importance, enabling the commanders themselves to gain experience in the exercise of command at sea of large amphibian forces, which has been called "The Anphibian War of the New Century".

The various types of exercises to be carried out, allow vessels to train themselves in the participation and conduct of defensive operations and offensives against air, surface and submarine threats, re-provisioning at sea, communications procedures, electronic war and amphibian war, as well as to carry out a wide variety of marine manoeuvres that are required throughout the exercise.

+Date of discharge, duration of the activity:

- Naval phase: Between 10 and 26 July 2004. DIECISEIS (16) days.

-Fase Anfibia: Between 22 June and 09 July 2004. DIECISIETE (17) days.

+Immunity:

No specific immunities have been required for the national forces who graduate.

+Cost:

- Naval phase: The operating costs of our media amount to the sum of PESOS QUINIENTS NOVENTA and CUATRO MIL TRESCIENTS VEINTITRES ($ 1,594.323).

-Fase Anfibia: The operating costs of our means amount to the sum of COUNTRY PESOS and CUATRO MIL NOVECIENTS VEINTIOCHO ($ 44.928).

The United States DE AMERICA will provide air transportation of the Marine Corps personnel to and from the PERU REPUBLIC.

+Finance

The costs are covered with budget funds from the Argentine Navy.

Annex II

BASICA INFORMATION FOR THE AUTHORIZATION OF NATIONAL TROPS OUT OF THE TERRITORY.

+Type of Activity to Develop:

Combined Sea Control Exercise called "PANAMAX - 2004".

+ Project Origin:

This exercise began in 2003 with the participation of the Armed Forces of the United States of AMERICA and the CHILE REPUBLIC, and the Maritime Service of the PANAMA REPUBLIC with the main objective of "Exerciting a Multinational Force in the Planning and Implementation of Surveillance and Interdiction Operations to ensure the Control and Protection of the Maritime Transit by the Panama Canal".

For the current year, a special invitation has been received for the ARMADA ARGENTINA, together with other members of Latin American countries, to participate in the formation of the Multinational Force.

+Fundaments of the Objectives of Activity:

The defense policy in the hemispheric order is basically aimed at continuing to contribute intensively to strengthening mutual trust and integration.

The ARMADA ARGENTINA has inscribed in its mission to be a tool of the Foreign Policy of the Nation and to this end develops activities framed by international military cooperation.

The protection of the interests of the ARGENTINA REPUBLIC in the maritime spaces that bathe their coasts or beyond them, either in concert with other nations or acting independently, requires a wide range of military capabilities.

In compliance with the current Defence policy of using the ARMED FORCES in an effective strictly deterrent strategy of the territory and its own resources, it is inserted into a secure regional framework, where participation in international missions, under the mandate of international agencies, is a requirement to achieve an integral force with appropriate professionalism, interoperability and international recognition in all areas specific to it.

Current naval exercises for their technology and advanced degree of specialization in techniques and tactics demand that their training be carried out and programmed in a specific way, according to the environments in which this activity must be carried out.

The costs that demand this exercise are partially covered by the ARMADA of the United States of AMERICA within its military cooperation forecasts for the LATINA AMERICA countries.

The realization of this exercise would be of great interest as it will allow us to accumulate experience in the light of the responsibility of our country to control important interoceic passages in the south of the continent.

  • Deployment of troops and means:

The exercises to be carried out by the ARGENTINA ARMADA will be exclusively of Maritime Surveillance and Control that will be carried out by an ORION P -3B aircraft operating from an airport of the host country and the participation of a Visit, Registration and Capture of Ships belonging to the Command of the Sea Fleet.

After the exercise, all units will participate in the final review meeting to draw conclusions and agree on recommendations for future periods.

+ Situational framework:

The guiding concept of this exercise is based on the implementation of a hypothetical international mission mandated by the United Nations Organization for the Protection of Children and Adolescents, which is characterised by the ongoing handling of crises and pawning rules, during which tasks are carried out for the supervision and control of maritime traffic in the vicinity of interoceic steps in order to maintain these navigable paths.

In this context, tactics, doctrine and operational procedures for the use of naval forces are developed and improved and operations are coordinated at sea.

+Date of discharge, duration of the activity:

From 6 to 20 August 2004.

+Immunity:

No specific immunities have been required for the national forces who graduate.

+Cost:

The operating costs of our means amount to the sum of SESENTAL NOVECIENTY PESOS and MIL SEISCIENTS CINCUENTA AND CINCO ($ 968.655).

+Finance:

The costs are covered with budget funds from the Argentine Navy.

Annex III

BASICA INFORMATION REQUERED FOR THE AUTHORIZATION OF NATIONAL TROPS OUT OF THE TERRITORY AND AGAINST FOREIGN TROPS IN THE TERRITORY.

+Type of Activity to Develop:

Combined Bilateral Exercise "VIEKAREN VI - 2004".

+ Project Origin:

The first exercise of the series was carried out in 1999, responding to an Agreement between the then Chief of the General Staff of the ARGENTINA ARMADA and the Commander-in-Chief of the CHILE ARMADA.

The last exercise was executed during 2003.

+Fundaments of the Objectives of Activity:

The ARMADA ARGENTINA has inscribed in its mission to be a tool of the foreign policy of the Nation, and to this end it develops activities framed by international military cooperation.

The protection of the interests of the ARGENTINA REPUBLIC, in the maritime spaces that bathe their coasts or beyond them, either in concert with other nations or acting independently, requires a wide range of military capabilities.

In compliance with the current Defence policy of employing the Armed Forces in an effective strategy that is strictly defensive of the territory and of its own resources, it is included in a secure regional framework, where participation in international missions is tended to be promoted under the mandates of the United Nations Organization for Foreign Affairs, which is aimed at maintaining international peace and stability and democracy, it is a requirement to achieve an integral force with adequate professionalism from the Navy.

The exercise aims to preserve, strengthen and develop the links of peace, mutual trust and professional exchange in accordance with the spirit of the Peace and Friendship Treaty between the two countries. Training in peace-keeping operations, providing safety to navigation, safeguarding human life at sea and contributing to pollution control and the defence of the marine environment.

+Deployment of Troops and Media

The discharge exercises carried out will be carried out by the troops belonging to the country in which they are disembarked, with the possible presence of observers from the other country. The surface naval units of both countries that are headed and tied to the dock in the cities of USHUAIA and PUERTO WILLIAMS at the end of the exercise, will do so as an operational visit for logistical purposes and to make the final review of the exercise for the purpose of drawing conclusions and agreeing recommendations for future exercises.

+ Situational framework:

The guiding concept of this exercise is based on the implementation of a hypothetical international mission mandated by the United Nations Organization for Foreign Affairs, characterized by ongoing crisis management and pawning rules during the transfer of a bilateral naval force by restricted waters, under multiple threats to a simulated area of operations. In this context, tactics, doctrine and operational procedures for the use of naval forces are developed and improved and operations are coordinated at sea.

The various types of exercises to be carried out, allow vessels to train in the participation and conduct of defensive operations and offensives against air and surface threats, as well as to carry out a wide variety of marine manoeuvres that are required throughout the exercise, in an environment characterized by adverse hydro-meteorological conditions and in a particular geographical framework.

+Date of discharge, duration of the activity:

To be held from 1 to 15 September 2004

+Immunity:

It was not required for foreign troops to enter, nor did it request specific immunities for the national forces to leave.

+Finance:

The operating costs of our means amount to the sum of SCIENTA PESOS and SEIS MIL OCHOCIENTS NOVENTA and UNO ($ 186.891), which are covered with budget funds of the Argentine Navy.
