The Senate and Chamber of Deputies of the Argentine Nation assembled in Congress, etc. sanction with force of Law:

ARTICLE 1 Accept the transfer of jurisdiction by the province of Santa Cruz to the national state by article 1 of the Provincial Law 2671, which was sanctioned on 11 March 2004 and promulgated by Decree 789/04, on an area of sixty-two thousand sixty-nine hectares, twenty-six areas, thirty centiáreas (62.169 ha, 26 a, 30 ca), the limits of which are described in Annex I to the present. ARTICLE 2 Accept the transfer of jurisdiction and dominion by the province of Santa Cruz to the national state through article 2 of the provincial law 2671, on the beaches and coastal tax areas adjacent to the area whose description is included in Annex I to the present, of the contiguous islands and islets . with the exception of the Provincial Reserve Isla de Monte León. and intermareal strip to the normal base line Annex II, whose croquis is attached. In the latter regard, it is understood as a normal base line to the low seas line along the coast, as defined in article 5 of the United Nations Convention on the Law of the Sea, as ratified by Law 24.543. Article 3 Accept the conditions and time limit provided for in provincial law 2671 under which the province of Santa Cruz makes the assignment. ARTICLE 4 The requirements provided for in articles 1o, 3o and concordants of Law 22.351, include the Monte León National Park and Reserve, which, from the promulgation of the present, will be subject to the regime of the aforementioned Law on National Parks, Natural Monuments and National Reserves. ARTICLE 5o It will be the limits of the Monte Leon National Park, the following: starting from the northeast corner of the plot 096-2214 comoidentified as vertice 3 plano of the plane approved by the Provincial Directorate of Catastro of the Province of Santa Cruz, as Mensura M-8011, will be followed, heading west by the northern boundary of the aforementioned plot to the point called "J", with projection Gauss-Kruger X = 2. 'From here, you will follow a polygonal line heading south, going through the following points with projection coordinates Gauss-Kruger system Posgar: point "I": X = 4.437.761.56 Y = 2,507.18.48, point "H": X = 4.436.950.48 Y = 2,507.130.41, point "G": X = 4.436. From this last point we will follow a line heading southwest to give with the southeast corner of the plot 96-2202 .identified as vertice 3., of the plane approved by the Provincial Directorate of Catastro of the Province of Santa Cruz, as M-8028. From here heading east by the southern boundary of the plot 96-2202, to its intersection with the pointed line that marks on the above plane, the limit between the lots 15 and 11 of the fraction "C", section XIV. From here to the north by the boundary marked with a pointed line, of the aforementioned lots 15 and 11, section "C", section XIV, to give with the south side of the area of affectation of the national route 3 of the M-8028 Mensura plane. Continue on the above-mentioned track heading southwest to give with the southwest corner of the plot 96-2202 .identified as vertice 43., of the M-8028 Mensura plane. From here heading east by the southern boundary of the plot 96-2202, to give with the vertice 234, of the Mensura M-8011. From here it continues south through the dividing line of the plots 096-2214 and 95-1542, to give with the vertice 233 of the Mensura M-8011 plane. From here to west through the dividing line of the plots 95-1542 and 096-2214, to give with the vertice 232 of the Mensura M-8011 plane. From here heading south through the dividing line of the plots 96-0535 and 096-2214, to the southwest corner of the plot 096-2214 .identified as vertice 231. of the Mensura M-8011 plane. From here, in a straight line, heading east by the southern limit of the plot 096-2214, to the point of intersection with the normal base line . defined in Article 2 of this Law.. From here, with northeast direction, it is followed by the normal base line, to its intersection point with the extension of the line that limits the plots 096-4025 and 096-2214. From here heading northwest by the common boundary to the plots 096-2214 and 96-4025 of the M-8011 Mensura plane, to give with the vertice 3 of this plane, starting point of the present description (Annex II). ARTICLE 6 The following will be the limits of the Monte León National Reserve: starting from the northwest corner comoidentified as vertice 1, of the nomenclature plot 096-2906, of the plane approved by the Provincial Directorate of Catastro of the Province of Santa Cruz, as Mensura M-8011, will continue south by the west boundary of the aforementioned plot, extending this line to its plane From here it continues along the southern veril of the zone of affectation of the national route 3, until its intersection with the pointed line that marks on the above plane, the limit between the lots 15 and 11 of the "C" section XIV. It will continue for that punctured line, until its intersection with the southern limit, of the listed plot 96-2202. From here it goes on towards this, by the southern limit of the plot 96-2202, to the southeast corner of the plot 96-2202 .identified as vertice 3., on the M-8028 Mensura plane. I'll be right there. From this last point you will follow northeast, until you meet the northern limit of the plot 096-2214 of the aforementioned M-8011 plain. This meeting point is identified as "J" point and has the following Gauss-Kruger projection coordinates Posgar system, X = 4.438.692,79 Y = 2,507.587,99. From here we will continue a straight line heading west, to give with the northwest corner of the plot 096-2906 ).identified as vertice 1 of the M-8011)., starting point of the present description (Anexes II, III and IV). ARTICLE 7 Erogations that demand compliance with this law shall be carried out by the national State by imposing the same on the general budget of the national administration. I am pleased to address you in response to your Note dated April 6, 2004 in which you are requesting information regarding the Draft Law .de autoría del señor Diputado Nacional Daniel VARIZAT y otros. de creación del Parque Nacional Monte León, currently under treatment by the General Legislation Commission of that HONORABLE CAMARA.

In this regard, we would like to express the Administration ' s high interest in the favourable treatment of the project we are dealing with, while the creation of the Monte León National Park and Reserve is an institutional objective of strategic importance.

The same is inscribed in the APN Donation Convention - Global Fund for Conservation as "Project for the Conservation of Biodiversity" GEF TF 028372-AR, which contemplates the creation of 5 new National Parks in areas of global importance for conservation, 3 of which were already created by the dictation of the Laws of the Nation No. 24.749 (Parque Nacional Quebrada del Condorito - Córdoba); No 25.07

In addition, and with regard to the importance of the National Park project, we refer to the Foundations of the project as soon as possible.

The articulate of the project responds fully to the requirements required by Law No. 22,351 for the creation of federal protected areas, while article 1o 1 accepts the terms of the assignment of jurisdiction to the National State, carried out by Law No. 2671 of the province of Santa Cruz, of land that are currently for donation). in the domain of the National State (Management of National Parks). In addition, article 2 accepts the cession of jurisdiction and dominion to the State of the beaches and fiscal coastal zones adjacent to the area whose jurisdiction is given in article 1o, thus incorporating the entire coastal resources to protect into the protected area. The deadlines and conditions provided by the Santa Cruz Province Act are also accepted and .finalmente. creates the National Park and the Monte León National Reserve.

It should be noted that an agile treatment of this initiative is of significant importance to the institution that presides, while the definitive creation of the protected area will allow us to complete the fulfillment of the charges of the donation of the lands belonging to the former "Estancia Monte León" and partial of the "Estancia Dor Aike", which will allow the execution of the works previewed in the area by the corresponding PLAN DE MANEJO approved by the Board of this administration with funds of the present

On the other hand, we must emphasize that we are aware of the will of Mr.Diputado Nacional VARIZAT to present an extension of the original terms of the project under treatment, incorporating in two new articles the description of the limits of the National Park itself and the National Reserve. In this regard, we anticipate that the opinion of this Administration is that the proposed modification refines the original project, being in any way compatible with the terms of the approved MANAGEMENT PLAN for the area.

The requested Dominican history is attached, and it is recorded that the description of the limits of the project coincides exactly with those of the Law of the Province of Santa Cruz No. 2671, which were promptly supervised with the Director of Lands of the province during his treatment in the provincial Legislature.

Finally, and for any additional information required, I place v/disposition of that Commission to the Director of the Board Mr. Raúl Alberto CHIESA.
