ARTICLE 1 The scientific-technical activities, environmental protection and Antarctic sustainable tourism, as well as the logistics necessary for such purposes, deployed by the Argentine Republic on the continent, are of national interest. ARTICLE 2 The permanent Antarctic bases Orcadas, San Martín, Belgrano 2, Esperanza, Jubany and Marambio, as well as the summer bases Primavera, Cámara, Brown, Decepción, Melchior and Matienzo will serve the fulfillment of these objectives, the national state must concur with the necessary means for its maintenance and operation. VISTO the Bill registered under No. 25,694 sanctioned by the HONORABLE CONGRESS OF NATION on 28 November 2002 and
CONSIDERING:
That through the project mentioned in the Visto, the scientific-technical activities, environmental protection and sustainable Antarctic tourism are declared of national interest, as well as the logistics necessary for such purposes deployed by the Argentine Republic in that continent.
In addition, article 2 of the above-mentioned project states that "the permanent Antarctic bases Orcadas, San Martín, Belgrano 2, Esperanza, Jubany and Marambio, as well as the summer bases Primavera, Cámara, Brown, Decepción, Melchior and Matienzo, will serve to fulfill these objectives, and that the national state must have the necessary means for its maintenance and operation".
In accordance with the above-mentioned, the draft law approves a rigid structure of permanent and non-permanent Antarctic facilities, thereby consolidating an Antarctic deployment that would make it difficult to rethink existing facilities when policies and strategies imposed it.
On the other hand, in the last part of article 2, an obligation is placed in the head of the National State, which is conditioned on the existence of an adequate budgetary policy that includes the means to provide for the financing of the obligations imposed, especially if the current difficulties facing the National State in maintaining the existing bases are taken into account.
In the light of the above considerations, it is appropriate to observe article 2 of the Bill registered under the number 25,694.
That this measure does not alter the spirit or unity of the Draft Law sanctioned by the HONORABLE CONGRESS OF NATION.
That the NATIONAL EXECUTIVE POWER is entitled to the dictation of the present in accordance with article 80 of the NATIONAL CONSTITUTION
Therefore,
