The Senate and Chamber of Deputies of the Argentine Nation assembled in Congress, etc., sanction with force of Law:

ARTICLE 1 The architectural historical centre of the city of Victoria, province of Entre Ríos, is well known in the national historical interest, and is defined by the streets Matanza, A. Bartoloni, Laprida, Ezpeleta, Laprida, 25 de Mayo, A. Bartoloni, Professor Abasolo, Sarmiento, Professor Abasolo, Italy, 25 de Mayo, and Bartolomé Mitre, according to the delimitation provided by the Municipality of Victoria. ARTICLE 2 The National Commission for Museums and Monuments and Historic Places will carry out the procedures and procedures set out in Articles 3°, 4° and 6° of Law 12.665, as amended by Law 24.252 and its regulations, as well as the registrations in the Registers Catastrales and Property. ARTICLE 3 The Ministry of Culture of the Nation shall take appropriate measures to preserve the historical, religious and cultural heritage of the architectural complex as well as its furnishings and any objects of cult of historical value that are preserved in the buildings mentioned in the preceding article. ARTICLE 4 The Secretariat of Tourism of the Nation will be responsible the value and promotion of the places mentioned as tourist sites. ARTICLE 5° Contact the National Executive.

VISTO the Draft Law registered under No. 25.686, sanctioned by the HONORABLE CONGRESS OF NATION dated 28 November 2002 and

CONSIDERING:

That the aforementioned Bill declares the architectural historical centre of the City of Victoria, Province of Entre Ríos very well of national interest.

Article 4 provides that the SECRETARIAT OF TOURISM AND DEPORTS OF NATION shall be responsible for the "value" and promotion of the above-mentioned place.

That within the diversity of situations covered by the sanctioned rule, it is appropriate to examine such a legal provision in the light of Decree 111 of 28 December 2001, by which the SECRETARY of TOURISM and DEPORTE was established within the scope of the NATIONAL PRESIDENCE, giving it the competence and structure that arises from its text.

That none of the units that make up this Secretariat has the competence to carry out the "positive in value" of a place with the characteristics of the said, which is why the legal mandate is impossible to comply.

That the Agency with specific competence in the question here is intended, is the SECRETARIAT OF CULTURA of the PRESIDENCE OF THE NATION, since Decree 1058 of 19 June 2002, by which its organizational structure was approved, assigned to the National Directorate of Heritage and Museums, the primary responsibility of "Entender, driving, and planning strategies for the investigation, promotion, rescue, preservation, encouragement, improvement, creation of the national heritage and

That in this sense and in the framework of the provisions of article 80 of the CONSTITUTION OF ARGENTINA NATION, it is considered appropriate to partially observe the assumption contemplated in the text of article 4 of the Draft Law as far as it is required this SECRETARIAT OF TOURISM and DEPORTE to carry out the "posed in value" and promotion of the architectural historical centre of the City of Victoria, Province of Entre Ríos.

That the preceding observation leaves the aspect of the "promotion of the places mentioned as places of tourist interest" subsisting, because such a task belongs to the competence of this Agency pursuant to Decree 111 of 28 December 2001 which defines its structure.

That this measure does not alter the spirit or unity of the project sanctioned by the HONORABLE CONGRESS OF NATION.

That the present is dictated in the use of the powers conferred by article 80 of the CONSTITUTION OF ARGENTINA NATION.

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION IN GENERAL AGREEMENT OF MINISTERS
