CONVENTION
THE GOVERNMENT OF THE ARGENTINA REPUBLIC
And
THE GOVERNMENT OF THE RUSSIAN FEDERATION
ON CULTURAL COOPERATION
The Government of the Argentine Republic and the Government of the Russian Federation, henceforth the Parties,
craving to strengthen relations of friendship, mutual understanding and trust among the peoples of the two countries;
Wishing to increase the links between the two countries in the areas of culture, art, education, cinema, mass media, sport, youth exchanges and tourism;
Agree to the following:
Article 1
The Parties shall develop bilateral cultural cooperation on the basis of mutual benefit. Each Party shall endeavour to disseminate the artistic and cultural values of the other country, providing the citizens of the Russian Federation and the inhabitants of the Argentine Republic with wide access to them, and encouraging the corresponding State, non-State and private initiatives at all levels.
Article 2
The Parties will promote the establishment of direct contacts in the area of culture; they will support the conduct of tours of professional operatic, theatrical, musical and other artistic and soloist groups, both on commercial and non-commercial bases.
Article 3
The Parties shall inform each other, as necessary in advance, of conferences, competitions, festivals and other international activities in the areas of culture and art in their respective countries.
Article 4
The Parties will support cooperation between museums, libraries and state archives. In the case of displacement of cultural property, the Parties shall agree on matters relating to the protection of such property by diplomatic means. They will also support direct cooperation between national libraries, particularly with regard to access to materials related to the Russian and Argentine issues.
Article 5
Parties shall encourage the development of direct contacts and cooperation between cultural institutions, unions, associations, foundations and other creative cultural organizations of both countries, and shall promote the conclusion of institutional arrangements between them.
Article 6
The Parties will support the reciprocal study of the experience gained in the areas of culture, art and, in particular, literature, through the organization of conferences, symposiums and other forums, as well as through the exchange of specialists and the conduct of joint research.
Article 7
Within the framework of International Law and its national legislation, the Parties undertake to take measures to prevent the illegal entry, exit and transfer of the right of ownership over cultural property of each country, and to ensure the interaction of their competent State bodies in the exchange of information and in the adoption of measures related to the establishment of legal property rights on cultural property, and the repatriation of cultural property to the extent of their illegal departure or entry into the territory of both States.
Article 8
The Parties will foster collaboration in the area of cinematography and promote the dissemination of cinematographic art in their countries through the exchange of films. They will also stimulate meetings between personalities and specialists in the area of cinematography.
Article 9
The Parties shall encourage cooperation in the area of mass media, in particular through the conclusion of inter-agency agreements between the relevant institutions and professional organizations, the joint production of printed and audiovisual production, the exchange of specialists, and the organization of exhibitions and fairs.
The Parties will support collaboration between Argentine and Russian national television and radio companies and will stimulate the form of inter-agency agreements between them.
Article 10
The Parties shall promote cooperation in the protection of copyright and related rights. The procedure and conditions of such cooperation shall be defined in common agreement.
Article 11
Each Party shall, in accordance with the laws in force in each country, guarantee favourable conditions for the implementation of this Convention, as well as for the dissemination, through the mass media, of the achievements of the other country in the area of culture, art, education and sport.
Article 12
The Parties shall promote cooperation and exchange of experiences in the area of education through:
(a) the exchange of specialists, researchers, teachers, and students;
(b) Development of direct linkages between educational institutions and organizations of culture and art;
(c) Support for collaboration in the area of professional staff preparation and training.
Article 13
The Parties, recognizing that expanding knowledge of the other country ' s language is an important cooperative factor, will support the teaching and dissemination of the languages of both countries in the common and vocational education system, as well as in other educational institutions, including adult education centres, including through:
(a) the selection and dispatch of lecturers, lecturers and consultants;
(b) Provision of manuals and training materials and collaboration in their development;
(c) Participation of teachers and students in language training and training courses;
(d) The exchange of experiences in contemporary methodologies for teaching foreign languages;
(e) The use of the possibilities offered by radio and television for the dissemination of the language of the other country;
(f) Preparation of literary translators;
(g) the exchange of researchers, professors, pro-graduates, and students with the aim of deepening their knowledge of the language or conducting linguistic research.
Cooperation in this area will be regulated by specific agreements between relevant organizations and institutions.
Article 14
Parties shall conclude agreements for the reciprocal recognition of certificates, degrees and diplomas.
Article 15
The Parties will contribute to the development of collaboration among youth organizations and unions, as well as among youth in both countries.
Article 16
The Parties will promote the development of cooperation in the area of physical education and sport, as well as encourage links between sportsmen, trainers, sports leaders and sports teams from both countries.
Article 17
The Parties will promote the development of tourism exchanges with the aim of promoting mutual knowledge of the culture of both countries.
Article 18
For the implementation of this Convention, the competent bodies shall regularly sign programmes for cultural, educational and sporting exchange, in which specific activities will be agreed, as well as financial and other conditions of their implementation.
To this end, an Argentine-Russian Mixed Commission will be formed for cultural, educational and sporting cooperation that will meet in Moscow and Buenos Aires alternately. The Ministries of Foreign Affairs of Argentina and Russia will be responsible for the coordination of activities of the Joint Commission and the signing of the agreed exchange programmes.
Article 19
Possible differences in the interpretation or application of the provisions of this Convention shall be resolved by common understanding of the Parties.
Article 20
This Convention, upon entry into force, replaces, in the relations between the Argentine Republic and the Russian Federation, the Convention on Cultural and Scientific Cooperation between the Government of the Argentine Republic and the Government of the Union of Soviet Socialist Republics, signed in Moscow on 29 January 1986.
Article 21
This Convention shall enter into force on the date of the last written notification confirming compliance by each Party with the necessary internal procedures for its entry into force.
This Convention is concluded for a period of five years and will be automatically renewed for the next five years if one of the Parties does not inform the other in writing, in advance of not less than six months before the expiry of the period of validity, its intention to denounce it.
The termination of this Convention shall not affect the implementation of the programmes and projects, initiated previously on their basis.
