Provisions.

The Senate and Chamber of Deputies of the Argentine Nation assembled in Congress, etc. sanction with force of Law:

MICAL LAW OF OBLIGATORY CAPACITATION IN GÉNER FOR ALL PERSONS UNDERSTANDING THE THREE STATE

Article 1 - Establish compulsory training in gender and violence against women for all persons serving in the public service at all levels and hierarchies in the executive, legislative and judicial branches of the Nation.

Article 2 - The persons referred to in Article 1 must perform the trainings in the manner and manner established by the respective agencies in which they perform their functions.

Article 3 - The National Institute of Women is the authority to implement this law.

Art. 4° - The highest authorities of the agencies referred to in Article 1 with the collaboration of their areas, programmes or gender offices if they are in operation, and the corresponding trade union organizations, are responsible for ensuring the implementation of the trainings that will begin to be provided within the year of the entry into force of this Law.

To this end, public agencies may undertake adaptations of materials and/or programmes, or develop one of their own, and must be governed by the regulations, recommendations and other provisions that establish in this regard the monitoring agencies of the conventions related to gender and violence against women subscribed by the country.

Art. 5° - The National Institute of Women shall certify the quality of the trainings that each agency produces and implements, which shall be sent within six (6) months of the entry into force of this law, modifications and suggestions may be made for its greater effectiveness.

Article 6: The training of the highest authorities of the executive, legislative and judicial branches of the Nation shall be carried out by the National Institute of Women.

Article 7 - The National Institute of Women, on its website, shall provide public access and disseminate the degree of compliance with the provisions of the present in each of the bodies referred to in Article 1.

The page will identify those responsible for meeting the obligations established by this law in each agency and the percentage of persons trained, disaggregated according to their hierarchy.

Annually, the National Women ' s Institute will publish on this website an annual report on compliance with the provisions of this law, including the high-level officials of the country who have been trained.

In addition to quantitative indicators, the National Women ' s Institute will develop evaluation indicators on the impact of trainings carried out by each agency. The results should include the annual report referred to in the preceding paragraph.

A biographical review of the life of Micaela García and his social commitment, as well as the actions of the State linked to the criminal case by his femicide, will be published on the website of the National Institute of Women.

Article 8: Persons who refuse to perform the training provided for in this Act without just cause shall be fed up by the enforcement authority through and in accordance with the agency concerned. Failure to comply with such an intimation will be considered a serious misdemeanour resulting in the relevant disciplinary sanction, and it is possible to make public the refusal to participate in the training on the National Women ' s Institute website.

Article 9 - The costs required by this Act shall be taken from the provisions corresponding to the budget lines of the public bodies concerned.

Art. 10. - Invite the Autonomous City of Buenos Aires and the provinces to adhere to this law.

Transitoria clause: In accordance with Article 4 of the Act, agencies that have not developed or adapted gender training programmes at the entry into force of this Act shall use programmes, courses or other training platforms designed by the National Institute of Women.
