Unique Disability Certificate. Bill of rights for persons with disabilities.

The Senate and Chamber of Deputies of the Argentine Nation assembled in Congress, etc. sanction with force

Law:

People with disabilities. Be informed about your rights at the time of translating the CERTIFICATE OF DISCAPACITY.

ARTICLE 1 — The national State, through the National Advisory Commission for the Integration of Persons with Disabilities or the agency that replaces it in the future, shall be responsible for the development of a housing of rights for persons with disabilities. Such a letter should inform persons with disabilities in a synthetic, clear and accessible manner of their fundamental rights under the Convention on the Rights of Persons with Disabilities and the specific laws in force, as well as the mechanisms for their enforcement.

ARTICLE 2 — At the time of delivery of the Unique Disability Certificate, the corresponding Evaluation Board shall also hand over to the disabled the rights card referred to in the previous article. Also, the place in which the board works should display in visible place a 40 cm x 30 cm poster with the following legend: “The State is obliged to inform persons with disabilities about their rights. Demand your information card”. This legend must also be presented in accessible formats, including Braille, sign language and augmentative or alternative communication formats.

ARTICLE 3 — National agencies with specific competences in the field of disability are obliged to publish on their websites the rights charter referred to in article 1 in digital and accessible format, renewing the publication when the National Advisory Commission for the Integration of Persons with Disabilities updates it and notifying them. The National Advisory Commission for the Integration of Persons with Disabilities may request other agencies to collaborate on the dissemination of this letter on their websites.

ARTICLE 4 — Include in the national budget on an annual basis the items necessary for the printing of the rights card for persons with disabilities.
