Extension. Act No. 27.200.


ARTICLE 1 — Prorgase until 31 December 2019 the social emergency in the terms of law 27.200.

ARTICLE 2 Object. This law is aimed at promoting and defending the rights of workers in the people ' s economy, throughout the national territory, with a view to guaranteeing them adequate food, dignified housing, education, clothing, medical coverage, transport and recreation, vacation and provisional protection, on the basis of the guarantees granted to the “job in their various forms” by article 14 bis and the mandate to seek “economic progress with 75 social justice”, established in the article 19 bis.

ARTICLE 3 — Creation of the Council of the People ' s Economy and the Complementary Social Salon. Trust the Council of the People ' s Economy and the Complementary Social Salon (hereinafter the CEPSSC) in the orbit of the Ministry of Social Development of the Nation. The CEPSSC will be a permanent institutional area, which must periodically determine the guidelines for meeting the objectives set out in Article 2 of this Law.

ARTICLE 4 Integration of the Council of the People ' s Economy and the Complementary Social Salon. The Council of the People ' s Economy and the Complementary Social Salon will initially consist of:

(a) One (1) representative of the Ministry of Labour, Employment and Social Security of the Nation;

(b) One (1) representative of the Ministry of Social Development;

(c) One (1) representative of the Ministry of Finance and Public Finance of the Nation; and

(d) Three (3) representatives of the organizations registered in the Register of Social Organizations of the People ' s Economy and Self-Managed Companies, created by Ministry of Labour, Employment and Social Security resolution 32/16, or which in the future replaces it, through their respective representatives.

ARTICLE 5 — Functioning of the Council of the People ' s Economy and the Complementary Social Salon. The Council shall be integrated and operational within 90 days of the promulgation of this Act.

ARTICLE 6 Creation of the National Register of the Popular Economy (RENATREP). The National Register of the People ' s Economy, for the purposes of registration of the workers of the People ' s Economy, which shall be achieved by the benefits of the Register, within the framework of this Act and in the terms established by the regulations, shall be established within the scope of the Ministry of Social Development.

ARTICLE 7—According to the objectives of this Law, the current national social programmes will be articulated with the intervention of the CEPSSC, promoting its progressive transformation into the Complementary Social Salon.

To that end, enable the national executive branch to take the necessary measures to progressively implement the transformation of existing national social programmes in the Supplementary Social Salon.

ARTICLE 8 — Provide the Chief of Staff of Ministers with the necessary budgetary restructuring for the purpose of providing the additional funds required for the purpose of the implementation of this Act, up to a total of twenty-five billion pesos ($250,000) during the time period of the present Act, according to the powers conferred by Article 37 of Law 24,156.

Such reassignment cannot be made with the reduction of the provisions for the purpose “Social Services”.

ARTICLE 9 — In the event that the level of expenditure provided for in Article 8 of this Law has been executed as at 31 December 2018, the Chief of Staff of Ministers in the use of the powers conferred in the preceding paragraph shall carry out the necessary budgetary restructurings for the purpose of providing the required funds up to a maximum of 5 billion pesos ($ 50,000.000.000).

ARTICLE 10. - The organizations that are registered in the Register of Social Organizations of the People ' s Economy and Self-Managed Enterprises, created by Ministry of Labour, Employment and Social Security resolution 32/16, or which will replace it in the future, will intervene in the definition of the parameters for the regulation of this law.

ARTICLE 11. - Watch. This law shall enter into force from its promulgation.

ARTICLE 12. - Contact the national executive branch.
