Law:
ARTICLE 1 — Créase the National University Institute for Human Rights “Madres de Plaza de Mayo” as a functional unit under the Ministry of Justice and Human Rights, which will have its headquarters in the Autonomous City of Buenos Aires, and will be formed on the basis of the current “Madres de Plaza de Mayo” Popular University.
ARTICLE 2° — In all respects to its constitution, organization and functioning, the National University Institute for Human Rights “Madres de Plaza de Mayo” will be subject to the legal regime applicable to national university institutions.
ARTICLE 3° — The National University Institute of Human Rights “Madres de Plaza de Mayo” will provide training in the area of human rights discipline by being able to implement educational offers directly related to this area of discipline or whose curricula have an orientation that will enable a profile of highly trained graduates in human rights. It will carry out its activities in a cooperative, articulated and integrated manner with the national university system, without generating duplicity of efforts and at all times seeking to benefit from the national university experience.
ARTICLE 4° — The national executive branch is empowered to urge the courses of action that result in accessories to implement the transfer of the careers and educational programs of the Popular University “Madres de Plaza de Mayo”, as well as of the students, teaching staff, non-teachers, managers, movable and real estate and rights to the National University Institute of Human Rights “Madres de Plaza de Mayo”. The transfer must be made by ensuring the academic continuity of the studies to students, without prejudice to the modifications in educational plans and regimes to which the new institution takes place.
ARTICLE 5° — To carry out the transfer indicated in the preceding article, the Ministry of Justice and Human Rights and the Ministry of Education will form a commission consisting of one (1) representative of each ministry plus one (1) representative of the Popular University “Madres de Plaza de Mayo”. The Commission will be coordinated by the organizer of the National University Institute for Human Rights “Madres de Plaza de Mayo” which will be appointed by Joint Resolution of the Ministers of Education and Justice and Human Rights and will have the powers, obligations and responsibilities provided for in article 49 of Law 24.521 of Higher Education.
ARTICLE 6° — The Statute of the National University Institute of Human Rights “Madres de Plaza de Mayo” may provide for the formation of a (1) Advisory Council composed of prominent personalities in the field of the Defence of Human Rights, which will be appointed by the national executive branch, and whose functions will be:
(1) Define the philosophical and conceptual framework within which the Institution shall develop its activities;
(2) Monitor and ensure democratic and republican conception in the curricula and programmes of study, quality, plurality of ideas and diversity of criteria in the design and implementation of substantive functions and relevance and relevance in training;
(3) Monitor the implementation, development and monitoring of university teaching, research and outreach functions;
(4) To consider the topics to be consulted by university bodies and authorities; and
(5) Make the recommendations it deems appropriate.
ARTICLE 7° — The budgetary allocations for the creation and operation of the National University Institute for Human Rights “Madres de Plaza de Mayo” will arise from the corresponding reassignments made by the national executive branch in the 2013 National Budget, or, failing that, of the items allocated in the fiscal year following the sanction of this law.
ARTICLE 8° — The national executive branch will allocate, for the only time, a budget line to meet the emerging costs of the implementation of the National University Institute for Human Rights “Madres de Plaza de Mayo”.
