The Senate and Chamber of Deputies of the Argentine Nation assembled in Congress, etc. sanction with force of Law:
ARTICLE 1 . Consider a special regime for terrestrial tourism services in order to grant the corresponding permits to operate in the so-called Corridor of Andean Patagonian Lakes, located in the provinces of Neuquén, Río Negro, Chubut, Santa Cruz and Tierra del Fuego, Antarctica and South Atlantic Islands.

ARTICLE 2 . Permits granted under this Act enable operators to provide international travel services for tourism to the Republic of Chile, originating in the Corridor of Andean Patagonian Lakes, through the cross-border steps in the same.
Article 3 Las The modalities through which the services for tourism provided for in this law can be developed are:
(a) Receptive: includes the transfer between the arrival point or departure of passengers by other means and the lodging sites;
(b) Closed circuit: includes the transport of passengers in a vehicle that remains available exclusively to them, throughout the course of the journey from the departure and to the arrival to the point of origin. The contingent may be increased during the course of the service to the extent that the contingent has an equal duty station in its entirety. Upon return, the contingent may decline by a decrease in the number of people who are members of it. The DOS (2) final circumstances must be expressly provided before starting the journey;
(c) Multimodal: It includes the use by the contingent, in various modes of transport, whether railway, motor, air or aquatic, both to initiate, continue, and to end the journey, excluded those merely auxiliary. The motor vehicle may remain at the disposal of the contingent at the place where it was left, pick it up in another different or be used by another contingent participating in this modality;
(d) Lanzadera: is the one that takes place when the unit carrying the contingent, after arriving at its duty station, returns empty or with another contingent that has been transported by the company responsible for the vehicle and contracted the service with the same travel agent, institution or entity;
(e) Rotative: is the one in which the units have a predetermined tour, linking areas of tourist interest, where the passengers may remain interrupting the journey for a period that will not exceed the total duration of the circuit, and may transfer them partially or integrally along the route;
(f) Any other comprehensive service of transport and accommodation of tourists, which the competent provincial authorities reasonably establish.
ARTICLE 4 The permits for the land transport services that may be granted by the competent authorities in the field of transport of the provinces of Neuquén, Río Negro, Chubut, Santa Cruz and Tierra del Fuego, Antártida and Islas del Atlántico Sur, will be exclusively to operate in the tourist area known as Corridor of the Andean Lakes, delimited to the North by National Route 22, to the East by National Route 40, to the West

ARTICLE 5o . In order to enjoy the exercise of the competences provided for in this Act, the provinces shall sign agreements on mutual validity of authorizations, which shall be brought to the attention of the Ministry of Transport of the Nation. These agreements must have specified the technical, administrative and legal requirements that vehicles and carriers must comply with in order to access the authorizations.
The agency will also be informed of the agreements signed by the authorities with competence in the field of transport of the provinces involved, establishing the technical, administrative and legal requirements and conditions to be fulfilled by the operators and vehicles to access the authorizations.
ARTICLE 6o O The provinces of Río Negro, Neuquén, Chubut, Santa Cruz and Tierra del Fuego, Antarctica and South Atlantic Islands shall, in the agreements specified in the previous article, jointly implement a Unico Electronic Register, duly updated, which incorporates the data of the natural or legal persons operating under the present regime and the vehicles authorized by the competent authorities cited in Article 4°.

ARTICLE 7 . The single electronic record described in the previous article should be permanently available by the national transport enforcement authority, the National Transport Regulation Commission, National Gendarmerie and provincial police entities that are empowered to carry out transit controls in the Corridor of Andean Patagonian Lakes.
ARTICLE 7° bis O The control and control of the functioning of the system implemented by this law shall be vested in the authority of application of each province.

ARTICLE 7° ter O The offences committed by carriers shall be found by the authorities of each jurisdiction, who shall process the corresponding administrative action. The enforcement authority issuing a sanction shall communicate it to the issuing authority of the sanctioned provider and to the Unique Electronic Registry established in Article 6 of this Law. The offender shall certify the performance of the sanction within the period of thirty (30) days, subject to the penalty of not being able to require high or renewal of the certificates until it regulates the situation. The sanctioned lender may not circulate within the jurisdiction of the enforcement authority where it is sanctioned until it has certified the enforcement of the penalty imposed.

ARTICLE 8 . For the entry into force of this law, the provinces must ratify through their respective legislatures the present norm and regional agreements referred to in Article 4o.
