PUBLIC health law 26.689 promoted the comprehensive health care of persons with little frequent diseases. Adopted: 29 June 2011 fact promulgated: July 29, 2011 the Senate and Chamber of deputies of the Argentina nation gathered in Congress, etc. sanctioned with force of law: article 1 – the object of this law is to promote comprehensive care of the health of persons with frequent little diseases (EPF) and improve the quality of life for themselves and their families.
Article 2. - for the purposes of this Act are considered EPF to those whose prevalence in the population is equal to or less than one in two thousand people (1 in 2000), referring to the national epidemiological situation.
Article 3º - within the framework of the comprehensive care for people with EPF; (the enforcement authority must promote the following objectives: to) promote access to care for the health of people with EPF, including actions aimed at the early detection, diagnosis, treatment and recovery, within the framework of effective access to the right to health for all people; b) to promote, within its scope, the creation of a specialized agency in EPF, of multidisciplinary character, that coordinates with the jurisdictional health authorities, the implementation of policies, strategies and actions for the comprehensive care of people with EPF and their families; (c) promote the participation of the associations of people with EPF and their families in the formulation of policies, strategies and actions related to such a problem; (d) draw up a list of EPF, according to the prevalence of these diseases in our country, which will be ratified or amended once a year by the authority for the application of this Act; (e) facilitate periodic epidemiological studies that take into account the prevalence of EPF to regionally and nationally; f) include monitoring of the EPF in the national epidemiological surveillance system; (g) promote the creation of a national registry of people with EPF in the sphere of the Ministry of health the nation, with the receipt of protection of confidentiality of personal data; (h) promote the development of centres and regional reference services specializing in the care of people with EPF, with professional and appropriate technology and the relevant budgetary allocation; (i) promote the articulation of the centres and referral services in care for people with EPF, with health facilities of all levels of complexity, within the framework of the primary of health care strategy; j) promote the development and strengthening of centres of counselling, care and research in genetic diseases involving services of diagnosis for the relevant complementary studies; (k) promote link networks of services that cater to children and adolescents with EPF with adult care services, promoting continuity in the care of affected persons, recognizing the peculiarity of each life stage; (l) strengthen and coordinate technical and financially the implementation of the programs of neonatal screening and detection of congenital diseases, within the framework established by the 23.413 law and its amendments, and 26.279 law, in coordination with the provincial health authorities; (m) promote strategies and actions of detection of EPF, consultations and follow-up care for other health problems more frequent, establishing the importance of the increase in suspicion of the diagnosis criteria, nesting the perspective of the users; n) contribute to the continuous training of professionals of health and other social agents, in relation to the comprehensive care of health and improvement of quality of life of people with EPF, within the framework of the primary health care strategy; (o) promote research health partner and the development of appropriate technologies for the problems of people with EPF, in coordination with the Ministry of science, technology and productive innovation of the nation; p) promote coordination with the Ministry of education and the respective authorities jurisdictional, in terms, of promoting the inclusion of people with EPF; (q) promote the accessibility of people with EPF to sports and cultural activities, according to their needs and possibilities; (r) promote joint programmes and actions for the care of people with disabilities, when appropriate; (s) promote the development and production of drugs and medical products for the early detection, diagnosis, treatment and recovery of people with EPF; t) promote the dissemination of information to users, family members, professionals and technicians of the health, through the development of a public information on EPF network, in the field of the Ministry of health of the nation, of free access and connected with other national and international information networks; (u) promote awareness of the problem of EPF, raising awareness to the population in general about the importance of social inclusion of people with EPF and their families, from the strategies and actions that are considered relevant; (v) promote the participation of national associations of EPF in international networks of people affected by EPF and their families.
Article 4. - the authority for the application of this law will be the Ministry of health of the nation.
Article 5º - provisions of this law should be integrated programs which prepare the implementing authority and which demands compliance costs will be treated with headings that the effect intended on an annual basis the budget of the public administration to the Ministry of health of the nation.

Article 7º - the Ministry of health of the nation should promote agreements with the jurisdictional authorities, to provide comprehensive health care to people with EPF, that are not covered in article 6 of this law, according to the regulations stated it.
Article 8º - invited to the provinces and the autonomous city of Buenos Aires to adhere to this law.
