Law of the Andorran School approved by the Hon. Inspired by the principles of the right of everyone to education, freedom, tolerance, pluralism, participation of different groups in the educational community, forcing and free basic education, the Andorran education must be able to train, prepare and stimulate our children and young people for the challenge of the future society in the same conditions as the other young Europeans.

As in the previous step, however, it is necessary to proceed to the definition and organization of the Andorran education system, within which integrates the current Andorran school and teaching maternal, you have to first consolidate and in first place as your starting point.

The Andorran education system should be characterized by unity and flexibility in order to provide the students with a cultural background that enables them to adapt to the changes of the modern world, interrelated with other education systems, to make the most of the potential they offer, always ensuring the maintenance of national identity.

The system that regulates the present law, will offer students a network of parish public schools, under the direct dependency of the Ministry of education and culture, and will facilitate trade and the creation of private schools, with the requirements at the time they point.

General provisions Article first Andorran school mission is to give all children of Andorra the training that will allow them to integrate into our community as adults free, responsible citizens and qualified professionals. The second article 1. The centers that make up the Andorran School can be both public and private.

2. Are the Centers that depend directly on the Ministry of education and culture. Private Centres are those the owner of which is a natural or legal person of a private character.

Article third All Andorran schools will develop their activities aimed at achieving the following objectives: to) Ensure the training of children and young people at different levels of education.

b) to promote and encourage the personal development of students in the framework of the culture and of the Andorran identity.

c) contribute to the formation and enrichment of the cultural elements and specific to Andorran society.

d) train children and young people in the respect of fundamental rights and freedoms and the exercise of tolerance and freedom, within the democratic principles of coexistence and pluralism.

e) to promote the acquisition of intellectual habits and working for the proper exercise of professional activities.

f) Raised the behaviours of creativity, adaptability and autonomy of the predictable post-industrial societies.

g) Stimulate the exercise of activities to develop the spirit of sport.

h) Transmit scientific knowledge, technical, artistic, religious and ethical, humanistic.

j) Adopt as its own the official language of the country, setting as a priority goal for students to achieve a correct domain and a nuanced and rich use of oral and written Catalan.

k) Ensure to the students a good knowledge of Spanish and French languages gradually, so as to enable them the oral and written a fourth living language.

Fourth article the Andorran School will give the maternal level education until secondary. The Government will decide the progressive extension of the levels of education imparted, subject to compliance with the provisions of the first additional provision.

Article fifth within the framework established in this law and the regulations that develop, the Andorran public schools enjoy the autonomy to organize cultural, social, civic, sporting activities, and school and, if necessary, to adapt its programs.

Title II. Of the staff.

Article eighth 1. Title III. Of the governing bodies, and advisory participation Article 9 1. Each of the Centres of the Andorran School will have a responsible manager or public education, appointed by the Minister of education and culture at the proposal of the Director of the Department to which you refer to the following article.

2. the functions of the Director will be responsible for the educational planning and direction of the activities of the Centre, the coordination of the teaching staff and those other tasks that may be assigned by regulatory provisions or by order of the Director of the Department.

Article 13 1. The participation of teachers in government schools is the cloister, which will be chaired by the Director of the Department.

2. The Senate shall be competent to program the teaching activities of the different Centres, for the coordination of the functions of guidance and mentoring of students, to propose initiatives of experimentation and pedagogical research and to carry out any other activity which it is entrusted.

The fourteenth article 1. The Consell Andorrà de education (C.A.D.E.) is the highest organ of collegiate participation of different sectors of the educational community for the general programming of education and advisory and consulting the Government.

2. The President of the C.A.D.E. will be the Minister of education and culture or another person appointed by the renowned Government, at the proposal of the Minister of education and culture.

3. The C.A.D.E. pedagogical proposals made to improve the efficiency, performance and the quality of the educational system, and will draw up studies in order to experiment and investigate new educational ideas and methods of study.

4. The C.A.D.E. will draw up an annual report on the Andorran education system.

5. The C.A.D.E. be carried out periodically the pedagogical assessment of the Andorran schools. For the exercise of these functions will be created in this Council a Commission with a permanent character, which will provide the necessary means to carry out this task effectively.

15th article the Government subject to consultation of the C.A.D.E. projects for the development of educational laws, the general programming of the Andorran education, and the General provisions relating to the Organization of the Andorran education system. The sixteenth article 1. The composition and functioning of the C.A.D.E.

regulations may be established.

2. You will be able to incorporate the C.A.D.E., permanently or for specific topics, foreign experts of recognised prestige, appointed by the Government at the proposal of the Minister of education and culture.

Transitional provisions First within a maximum period of one year counting from the publication of the present law, the Government will draw up the General Law of education in Andorra, taking into account the principles and objectives enshrined in the preamble to the present law.

Second In the three-month period since the publication of this law, the Government will dictate the rules of operation, organisation and economic regime of the Andorran School, and the regime of its staff.

Third In a maximum period of six months the Government will draw up and publish the Andorran education system.

Additional provisions First the Government will take appropriate measures to ensure that the courses taught in the Andorran School and the corresponding academic titles are approved and validated, with the correlatives of France and Spain and in the framework of the stablished E.e.c.

Second schools that teach special education will be subject to specific legislative regulation, whenever possible, the integration of the students in ordinary schools.

Third, the Ministry of education and culture will restructure its administrative services and, if necessary, create new administrative units to exercise the functions entrusted to him by this law.
