Given that due to the importance to the quality of life and for the protection of the environment, have a quality surface water, it is considered necessary to carry out the work of the project and construction of the necessary adaptations and expansions in the North-Western sewage wastewater treatment in the best terms, without prejudice to ongoing judicial and administrative actions that can be undertaken;

Whereas it is necessary to contract obligations involving expenses not included in the budget and that, taking into account their need and urgency, should not put off until the following year;

The Government, in accordance with article 23 of the general law of public finance, and with the report of the General intervention, has agreed to the presentation of the following: Law Article 1 approves an extraordinary credit for an amount of 9,414,222.51 euros, aimed at the bidding of project and carry out the necessary adaptations and expansions in the North-Western sewage treatment plant , in the parish of la Massana, for budgetary planning and Territorial Ordering Department 220-220 public works-60390 Other machinery and equipment-1198/0000000005 construction (treatment plants).

Article 2 This extraordinary credit will be funded through debt, given that you cannot reduce budgetary items, due to lack of economic availability.

Final provision this law enters into force on the same day to be published in the official bulletin of the Principality of Andorra.
