Law 17/2010, 13 may, credit supplement to finance expenses derived from the contracting of the emergency helicopter services for the use of the Administration since the General Council in its session of May 13, 2010 has approved the following: law 17/2010, 13 may, credit supplement to finance expenses derived from the contracting of the emergency helicopter services for the use of the Administration reason to from 1 January 2010, the legislation on aviation in the European Community (JAR-OPS3) provides that all operations of air rescue and urgent medical assistance as they have to check in with a helicopter biturbina. The helicopters usually operate in Andorra, are champions in France or Spain and, therefore, are required to fly in accordance with the provisions of this regulation.

The game for this expense is anticipated in the budget bill for the year 2010. Seen that this budget has not been approved, article 22.1 of the general law of public finance determines the extension to dozens of current expenditure budget parts of the immediately preceding financial year. In the budget for 2009 was forecast a lower expenditure because the regulations was not applicable at the time in which it is produced. Therefore, the availability of credits by the dozens parts of this budget exercise is insufficient to deal with the hiring of the services of the chopper biturbina required for the year 2010.

The procurement of helicopter services for the use of the additional expenditure of € 607,154.15 represents an Administration, not provided for in the corresponding game.

Seen that the character of necessity and urgency of this expense is justified by the fact that the Government must have sufficient budgetary credits to deal with the recruitment of helicopter services to ensure the health care in the air rescue services and urgent medical assistance;

Seen the report of the General intervention;

Seen the governmental agreement of 10 March 2010;

Article 1 approves a credit charge for an amount of € 607,154.15, for budgetary as follows: 250 Department of Economics-251 Area of Transport and energy-PROJ-0012 Transport Administration-20400 equipment hire.

Article 2 This credit fee is financed by new borrowing.

Final provision this law enters into force on the same day to be published in the official bulletin of the Principality of Andorra.
