Law 38/2010, from June 30, extraordinary credit and credit to finance current expenses supplement several of the Secretary of State for sport, youth and Volunteering since the General Council in its session of June 30, 2010 has approved the following: law 38/2010, from June 30, extraordinary credit and credit to finance current expenses supplement several of the Secretary of State of sports , Youth and volunteering reason The Secretary of State for sport, youth and Volunteers must meet various expenses arising from the implementation of the national plan for youth. This plan was approved by the Government on July 23, 2008, and is the reference framework for youth policy in Andorra, the tool to define, promote and coordinate the policies of youth from all over the country, and to ensure the autonomy of young people, the balance of the territory and the social cohesion of the country.

To develop this plan, the Secretary of State for sport, youth and Volunteering has to carry out a series of actions that the budget bill for the 2010 tax year anticipated in part. Specifically, he has to meet the expenses arising from the rental of new premises in the area of youth and volunteering (Prada Casadet), of the Organization of the Conference of the Forum of studies in Andorra, in the Organization of the contest of plastic arts for young people, Caribou and awards, of the membership of the young people of Andorra in the European network ERYIKA.

The items corresponding to these expenses amount to 46,170.04 euros, 40,725 of which were included in the budget bill for the year 2010. The expenses that were not included in this Bill corresponding to the cleanup of the new restaurant located in the building of Prada Casadet, it is located in the area of youth and volunteerism, and the Organization of the Conference of the Forum of studies in Andorra.

When the General Council does not approve the general budget Law, as in the case of this year, the general law on public finance determines the extension of current spending budget for the financial year immediately prior. As a result, the Government does not have credits to deal with these costs and that they foresee for 2010, totaling 40,725 euros, given that they were not provided or they were so poor the budget 2009.

Likewise, the Government does not have credits to deal with the cleanup of the new restaurant located in the building of Prada Casadet, it is located in the area of youth and volunteering and in the Organization of the Conference of the Forum of studies in Andorra, of an amount of 5,445.04 euros, which currently are necessary.

The character of urgency and necessity of these costs is justified by the fact that the Government should have the budgetary credits to meet the amounts arising from the implementation of the national plan for youth.

Article 1 approves an extraordinary credit for an amount of 44,170.04 euros, for budgetary as well: 180 State Secretary of sports, youth and volunteering-youth Area 181-PROJ-0027 Deploy National Youth Plan And-20200 Rental buildings and other buildings, for a total of 180 Euro 25,900 Secretary of State for sport, youth and Volunteering-youth Area 181-PROJ-0027 Deploy National Youth Plan And-22620 outreach and publications , for an amount of € 180 4,775 Secretary of State for sport, youth and Volunteering-youth Area 181-PROJ-0027 Deploy National Youth Plan And-22660 meetings, conferences and courses, for a total of 180 euros 3,200 Secretary of State for sport, youth and Volunteering-youth Area 181-PROJ-0027 Deploy National Youth Plan And-22700 work carried out by companies of cleaning and sanitation, for an amount of 4,295.04 euros 180 Office of State of sports , Youth and volunteering-youth Area 181-PROJ-0027 Deploy National Youth Plan And-non-profit institutions 48220, for a total of 6,000 euros.

Article 2 approves an additional credit for an amount of € 2,000, for budgetary as follows: 180 State Secretary of sports, youth and volunteering-youth Area 181-PROJ-0027 Deploy national plan for Youth And 49210-the Council of Europe.

Article 3 this Bill is financed by means of the following budgetary items: education systems, School Services Department 520-525 educational systems and School Services-PROJ-0053 PG education and vocational training-22200 telephone services, for a total of € 180 11,170.04 Secretary of State for sport, youth and Volunteering-180 sports area-PROJ-0006 federations and clubs-22200 telephone services, for a total of 10,000 euros 170 State Secretariat of public function-172 area of Selection and evaluation-PROJ-0003 development-10010 staff of special relationship , for a total of 25,000 euros.

Final provision this law enters into force on the same day to be published in the official bulletin of the Principality of Andorra.
