Law 50/2010, from June 30, special credit to deal with supply and replacement of signalling equipment and containment systems of vehicles since the General Council in its session of June 30, 2010 has approved the following: Law 50/2010, from June 30, special credit to deal with supply and replacement of signalling equipment and containment systems of vehicles preamble The Draft budget for the financial year 2010 foresaw a provision to deal with the supply, and the revival of signalling equipment and containment systems of vehicles.

This corresponded to the forecast credits to finance the following expenses: replacement of pedestrian protection railings and handrails red tubular protection of highways; for the supply and implementation of protective barriers of motorcycles; of replacement and new installation of snow sticks to the road network; vertical signing replacement that is damaged during the year because of accidents and signalling equipment and containment of vehicles; and implementation, supply and replacement of security barriers.

When the General Council does not approve the general budget Law, as in the case of this year, the Executive can not cope with the costs of capital, with the exception of the transfer and of the expenses planned investment budget project pending approval, that had been approved with the character of long-term costs, and that the head of Government with the prior agreement of the Government, can make effective and can put in force, respectively. As a result, the Government does not have credits to cope with the cost of real investment mentioned, which are encrypted in a total of 409,210.94 euros.

The character of urgency and necessity of this investment is justified by the need to ensure the safety of the road network by means of the most appropriate signaling and protection elements in each area in accordance with the rules established by the European regulation.

Seen the report of the General intervention;

Seen the governmental agreement of 21 April 2010;

Article 1 approves an extraordinary credit for an amount of 409,210.94 euros for the financial year 2010 to supply and replacement of signalling equipment and containment systems of vehicles, for the next budget starting: 420 Department of Mobility and operation of roads-422 area of maintenance and operation of roads-road Conservation 61700-PROJ 0003 road Signage, for an amount of 409,210.94 euros.

Article 2 This extraordinary credit for an amount of 409,210.94 euros is financed through a new debt.

Final provision this law enters into force on the same day to be published in the official bulletin of the Principality of Andorra.
