Law 37/2010, of 30 June, credit supplement to finance the new building for the administration of Justice since the General Council in its session of June 30, 2010 has approved the following: Law 37/2010, of 30 June, credit supplement to finance the new building for the administration of Justice preamble article 1 of the Constitution in the second paragraph, proclaimed as a principle inspiring the action of the Andorran State the respect and the promotion of freedom, equality, justice, tolerance, human rights and the dignity of the person. These are the objectives that the administration of justice must be met by the governing bodies and the necessary tools.

In this sense, after a few years of operation, and due to the new requirements in human resources, the administration of justice must deal with this year, in the creation of new spaces to provide the human resources necessary to allow work on the adaptation to the new information technologies, the improvement of working procedures and data flows, the start-up of the new judicial office of the the streamlining of the resolution of the resources and of the room of the Civil Court of Justice, and the provision of the necessary equipment to attached tax Attorney.

For this reason, the budget bill for the 2010 tax year foresaw the creation of five new seats, in accordance with the demands of the respective presidents of the Council, the Court of Corts, the Superior Court of Justice and the public prosecutor's Office, approved by the Higher Council of Justice and then by the Government.

Since this Bill has not been approved, the High Council of Justice, as a representative body, Government and administration of the judiciary, to ensure the proper functioning of Justice requests the creation of four of the places mentioned above, corresponding to a computer technician, an officer for the Superior Court of Justice, a legal Secretary and an official for the Batllia of Andorra.

Likewise, it requests the creation of two squares corresponding to a maintenance technician for the Superior Council of Justice and an Assistant Prosecutor to the Prosecutor General, in accordance with the new requirements of the administration of Justice and the public prosecutor's Office, respectively.

Seen that the character of urgency and necessity of the reference is justified by the fact that the administration of justice must have the new creation, and also the budgetary credits to fund them, to provide the human resources necessary to enable them to meet their objectives.

Seen the report of the General intervention;

Seen the governmental agreement of 21 April 2010;

Article 2 This credit fee is financed by the Department of Justice 190-190 Office of relations with the justice-PROJ-0001 Batllia of Andorra-11000 Are based on fun. and ag. ADM. expensive. IND., for an amount of 154,916.93 euros.

Final provision this law enters into force on the same day to be published in the official bulletin of the Principality of Andorra.
