Law 48/2010, from June 30, special credit to fund investment costs in the area of Legal and Forensic Medicine since the General Council in its session of June 30, 2010 has approved the following: Law 48/2010, from June 30, special credit to fund investment costs in the area of Legal and Forensic Medicine preamble on 14 August 1996 was established by Decree the Department of forensic medicine with the main mission of the administration of justice the maximum guarantees in the area of forensic medicine scientific and other medical assessments, and strictly adhere to the principle of legal certainty with regard to the initial health check-ups and staff assigned to the special services of the Secretary of State of the Interior (Police Service, Prison). The powers attributed to it by article 7 are expert assistance with temporary coverage and medicoforense advice to the administration of Justice, the public prosecutor and the Police Service when you require it.

The area of Legal and Forensic Medicine has to deal with the expense of investment required in order to carry out the practice tanatològica correctly, in compliance with the rules.

The budget bill for the 2010 tax year anticipated investment credits needed to cope with the costs of the acquisition of the necessary equipment and material.

When the General Council does not approve the general budget Law, as in the case of this year, the Executive can not cope with the costs of capital, with the exception of the transfer and of the credits approved by multi-annual nature and planned in the draft budget that the head of Government, with the prior agreement of the Government, can make effective and can put into effect , respectively, in accordance with the general law of public finance. As a result, the Government does not have investment credits required for the acquisition of the material and the specific equipment, encrypted in 11,468 euros.

Seen that the character of urgency and necessity of these costs is justified by the fact that the area of Legal and Forensic Medicine must have investment credits to meet the costs of the acquisition of the material and equipment needed to carry out properly its duties;

Seen the report of the General intervention;

Seen the governmental agreement of 21 April 2010;

Article 1 approves an extraordinary credit for an amount of EUR 11.468, for budgetary as follows: Department of the Interior 710-711 Department of Legal and Forensic Medicine-forensic medicine and forensic PROJ-0010-60350 Medical Equipment and rehabilitation.

Article 2 This extraordinary credit is financed by budgetary 210 Department of Budget and heritage-211 expenses and financial operations-public debt Interest 30000-PROJ-0009 Public Debt, for a total of EUR 11.468.

Final provision this law enters into force on the same day to be published in the official bulletin of the Principality of Andorra.
