Law 41/2010, from June 30, special credit to cope with the restoration of the Court of Corts since the General Council in its session of June 30, 2010 has approved the following: law 41/2010, from June 30, special credit to cope with the restoration of the Court of Corts preamble the documentation contained in the file of the Court of Corts is the documentary testimony the work carried out by the Court from the beginning until the twentieth century; It represents the history and the evolution of the courts of Justice in Andorra; is a direct witness of the social and economic history of the Principality of Andorra; recorded in the notarial section, real life in all its complexity and vouches for the specific circumstances that have marked the stock of Andorran people that have preceded it, even more for a few past centuries in which the precariousness of the official administrative organization left almost exclusively in the hands of the notary the task to put black on white that became established.

Represents a significant cultural heritage of Andorra that we must preserve, protect and valorise to fulfill the duty to transmit to future generations about identity references according to the history of the country and, therefore, it is necessary to continue the actions aimed at the restoration of the documentation that is more messed up.

The draft budget for the financial year 2010 foresaw a provision to deal with the costs of the restoration of the Court of Corts to preserve and conserve the documentary, allow access and use, and to ensure, through the appropriate techniques for each support, the preservation of the documentary heritage.

When the General Council does not approve the general budget Law, as in the case of this year, the Executive can not cope with the costs of capital, with the exception of the transfer and of the expenses planned investment budget project pending approval, that had been approved with the character of long-term costs, and that the head of Government with the prior agreement of the Government, can make effective and can put in force, respectively.

As a result, the Government does not have credits to cope with the cost of real investment mentioned, which are encrypted in 27,924.48 euros.

Seen that the character of urgency and necessity of the expenditure on investment concept is justified by the fact that the delay in the treatment of these documents would disable its power to ensure the physical integrity because the time runs against, and would also delay to access them because, given the precarious state of suffering, it would be impossible to microfilmar them and, therefore, to consult them;

Seen the report of the General intervention;

Seen the governmental agreement of 21 April 2010;

Article 1 approves an extraordinary credit for a total amount of 27,924.48 euros, for budgetary as follows: Cultural Heritage Department, 560-560 area of archives and records management-60800 personalty of historical, artistic or cultural interest-PROJ-0069 files Area.

Final provision this law enters into force on the same day to be published in the official bulletin of the Principality of Andorra.
