Law 44/2010, of 30 June, extraordinary credit and credit supplement to cope with the increase in the staff costs in respect of the 2009 and investments of the school and of the school minibus transfer Holy family since the General Council in its session of June 30, 2010 has approved the following : Law 44/2010, of 30 June, extraordinary credit and credit supplement to cope with the increase in the staff costs in respect of the 2009 and investments of the school and Holy Family College Janer preamble the Government has to face this year to the increase in the staff costs in respect of the 2009 and investments of the school and of the school minibus transfer Holy family.
These costs are, on the one hand, the forecast for the increase in the Social security contributions as a result of the adoption of the law 17/2008, of 3 October, Social Security, the number of trienios of the personnel of the school and of the working day and the change of professional category of a teacher, and, on the other hand, investments for the renovation of school spaces and for the replacement of obsolete or in poor condition (furniture sports and educational equipment, audiovisual material, library and classroom technology and computing).
The items corresponding to these costs were provided in the budget bill for the year 2010. Since this Bill has not been passed, the Government has no opening credits or has insufficient credits to fund these costs, which add up to 148,204.62 euros.
Seen that the character of urgency and necessity of these expenses is justified by the fact that, on the one hand, the increase in the staff costs are inajornables, since it has to comply with the law 17/2008, of 3 October, Social Security and, on the other hand, the planned investments are necessary at the start of the next school year, taking into account the increase in students to improve the operation of the school and to reach an optimal educational quality;

Seen the governmental agreement of 21 April 2010;
Article 1 approves an extraordinary credit for an amount of 78,745.27 euros for the budgetary 520 systems Department, School Services-524 Kingdom. Planif. Education and Schools-78206 Association Janer and Sagrada Familia-PROJ-0004 and subsidy to schools.
Article 2 approves an additional credit for an amount of 69,459.35 euros to budgetary educational systems, School Services Department 520-524 Kingdom. Planif. Education and Schools-48206 Association Janer and Sagrada Familia-PROJ-0004 and subsidy to schools.
Article 3 This extraordinary credit and credit fee is financed by the budgetary following: 520 Department of educational systems, Educational Services-school Services 523-people Collective 22320-PROJ-0007 PG School Transport, for a total of 140,000 euros 570 Secretary of State for higher education and research-570 Jan Services. Port, a Cult. and higher education-10010-staff of special relationship-PROJ-0001 PG Secretary of State for higher education and research, for an amount of 2,404.62 euros 220 Customs Department-Customs Service 220-22100 Electric Energy-PROJ-0001 general services of customs, for an amount of € 2,000 School Services Department of educational systems, 520-525 educational systems and School Service-22200 telephone services-PROJ-0053 PG education and Professional training, for an amount of € 3,800.
Final provision this law enters into force on the same day to be published in the official bulletin of the Principality of Andorra.
