Law 54/2010, from June 30, additional credit for dealing with the payment of the required fees, for the year 2010, in a number of international organizations of which the Principality of Andorra is a member since the General Council in its session of June 30, 2010 has approved the following: Law 54/2010, 30 June , credit supplement to deal with the payment of the required fees, for the year 2010, in a number of international organizations of which the Principality of Andorra is a reason the Ministry of Foreign Affairs and institutional relations included in its budget the expenses arising from the accession of Andorra to most of the international organizations of which Andorra is a member.

These costs consist of the financial contribution to the overall budget of each body in a variable percentage set for each Member State depending on several variables such as per capita income or the number of inhabitants.

The contribution is made in the majority of cases in a single annual payment, although in the case of certain organizations such as the Organization of the United Nations can be divided up into several payments.

In addition, as a general rule, the requirement of payment must meet during the first half of the current year.

The Bill of the budget for the financial year 2010 expected the budget to deal with the payment of the compulsory contributions of the Principality of Andorra to various international organizations of which the Principality of Andorra is a member.

When the General Council does not approve the general budget Law, as in the case of this year, the budget of requited nominatives that refer to the payments to international organizations mentioned is extended automatically for dozens of parts according to the budget for the financial year 2009.

In spite of the activation of these dozen parts, the Government does not have sufficient credits to deal with all the payment of contributions required to be made during the first half of 2010. For this reason, the Government is requesting an amount of 364,574.80 euros, corresponding to the dozens parts of July to December in the concept of compulsory dues. Accordingly, the Government will reserve the surplus of credits in the concept of the dozens that have monthly by the Ministry of Foreign Affairs and institutional relations the six last months of the year, 2010.

The character of urgency and necessity of the provision of reference is justified by the obligation of the Principality of Andorra in front of these international organizations in time to adhere to it.

Article 2 This credit fee is financed through a new debt.

The debt will be cancelled by an amount of 364,574.80 euros in the month of December of this year, when the Government has all the credits for dozens of the financial year 2009.

Final provision this law shall enter into force the day after being published in the official bulletin of the Principality of Andorra.
