Law since the General Council in its session of the 22nd September 2010 has approved the following: Law 58/2010, of 22 September, extraordinary credit and credit charge to deal with the transfer of capital to the Constitutional Court and the Constitutional Court and to the General Council requited preamble the draft budget law for the year 2010 expected the provisions to deal with the transfer of capital to the Constitutional Court and the Constitutional Court and to the General Council requited, that should finance the costs mentioned in these organisms.

Seen that the General Council did not approve the budget bill for the year 2010, article 22.1 of the general law of public finance determines the extension to dozens of current expenditure budget parts of the immediately preceding financial year. However, the Executive cannot deal with capital transfers, with the exception of the transfers in the Commons, that the head of Government, with the prior agreement of the Government, be made effective.

As a result, the Government does not have credits to deal with ordinary expenses and capital expenditure mentioned, which are encrypted in a total of 170,803.38 euros.

The character of urgency and necessity of this provision is justified by the fact that the Government has to deal with the transfer of capital that has to finance the cost of real investment of the Constitutional Court. It is also justified by the fact that the Government has to face up to the amounts, not in dozens of requited, the Constitutional Court and to the General Council, which should serve to complete the financing of the common costs of these agencies for the financial year 2010, in accordance with the amounts that were envisaged in the draft budget for the financial year 2010.

Seen the report of the General intervention;

Seen the agreement of Government of the 27 May 2010;

Article 1 approves an extraordinary credit of a total amount of 29,500.00 euros, for the next budget starting: 120 General Secretariat of Government-122 General Services Secretary-PROJ-0009-Constitutional Court-70100 Constitutional Court, for a total of 29,500.00 euros.

Article 2 approves a credit supplement of a total amount of 141,303.38 euros, for budgetary and amounts broken down as follows: 120 General Secretariat of Government-122 General Services Secretary-PROJ-0021-General Council-40300 General Council, for an amount of 131,219.55 euros 120 General Secretariat of Government-122 General Services Secretary-PROJ-0009-Constitutional Court-40310 the Constitutional Court, for an amount of 10,083.83 euros.

Article 3 This extraordinary credit and credit charge are funded by the Department of budget and heritage 220-221 expenses and financial transactions-credit policy Interests 33010-PROJ-0008 expenses and financial operations, for an amount of 170,803.38 euros.

Final provision this law shall enter into force the day after being published in the official bulletin of the Principality of Andorra.
