Law since the General Council in its session of the 22nd September 2010 has approved the following: Law 68/2010, of 22 September, extraordinary credit for dealing with maintenance of machinery, installations and equipment of the National Center of traffic (Cenatra) preamble the draft budget for the financial year 2010 foresaw a provision to deal with various works of maintenance of machinery , facilities, and equipment of the National Center of the traffic.

This corresponded to the forecast credits to finance the following expenses: on the one hand, the price review of the maintenance and the exploitation of the internal and external facilities of the tunnels of CECOT, according to the price index published in the BOE.

On the other hand, the maintenance of cinemòmetres located on the roads and the forecast of the possible automatic remote reconfigurations or within the programme, since it is necessary for a company specialized in anyalment do a homologation and certifying that the radars work and measure correctly.

Also, the maintenance of new traffic lights installed at various points in the Principality that do not form part of the green ring of evacuation of the bridge-tunnel Plan, nor for the priority lane multipurpose. In this case, the general law on public finance determines the extension of current spending budget of the preceding financial year and the effect of the credits approved by multi-annual character, in addition to the authorization to the Executive to make effective transfers in the Commons.

As a result, the Government does not have credits to cope with the cost of real investment mentioned, which are encrypted in a total of 141,624.14 euros.

The character of urgency and necessity of this investment is justified by the need to deal with the maintenance of the installations and facilities that make up the Cenatra, integral control center from a single system allows control of tunnels and areas of influence, the urban traffic control and control of transit systems, InterCity. This Centre allows the optimization of the road infrastructure by the management (coordination achieved, reversible lanes, signals, variables, user information, etc.) and improves the conditions of security.

Seen the governmental agreement of 21 April 2010;

Article 1 approves an extraordinary credit for an amount of 141,624.14 euros for the year 2010 for the maintenance work of machinery, installations and equipment of the Cenatra, for the following budget: 420 Department of Mobility and operation of roads-road safety and Mobility area 420-21300 repair and maintenance machinery, installations and equipment-PROJ 0014 National Center of traffic.

Article 2 This extraordinary credit is financed by the budgetary Department 616 610-Land area of public works. Works-60340-facilities-1998-0000000012-construction (collectors), for an amount of 141,624.14 euros.

Final provision this law enters into force on the same day to be published in the official bulletin of the Principality of Andorra.
