Law since the General Council in its session of the 22nd September 2010 has approved the following: law 67/2010, of 22 September, extraordinary credit to fund investment expenses real of the Department of agriculture and Natural Heritage exhibition of illustrations and To guarantee the right to a quality environment, it is important to have an impact on the protection of nature , so that from the public administrations must carry out policies of promotion of biodiversity and the protection of natural environments to make compatible these values with the rights of the citizens to enjoy. For this reason, the defence of nature and of the natural heritage is of a vital importance to Andorra, given that in our area there is a huge amount of elements that contribute to biodiversity. In this framework, are essential to the functions of surveillance, control and management and public awareness that has to carry out the general administration by the effort, the rigorous work and dedication of a group of professionals assigned specifically to these functions.

The Department of agriculture and the Natural Heritage of the Government of Andorra has specialized technicians who performed the tasks of conservation, monitoring and control of nature, and they need to be able to dispose of the equipment and materials that are essential to carry out the functions that are assigned to it in technical conditions and optimum security. For this reason, the Government must be able to have access to credits of real investment to cope with the costs of the acquisition of such equipment and materials, and that they had planned in part to Bill to the budget for the financial year 2010. Expenses not provided for the acquisition of material that was not considered essential at the time of the preparation of this Bill, and they were dismissed in favor of other expenses that have not been carried out and that fee will be in another budget exercise. Currently, the acquisition of this material has become indispensable to ensure that the technicians develop their functions with security guarantees.

In addition, it is planned to carry out the restoration of the stretch of river from the confluence with the River to Aubinyà Great Valira River, as it is pretty damaged by their excessive gradients and pipeline, and do not allow to be franked by the Great Valira River trout up to cool areas (fishing preserve). The aim of this restoration is to facilitate the circulation and reproduction of fish in the area. This expense was planned in the budget bill for the year 2010.

Finally, the Government is working on the restoration of the roads of the country together. The draft budget law for the year 2010 as anticipated the budget required, as well as the long-term credits for the years 2011 and 2012 to make the rehabilitation and conditioning of the Royal Road of la Massana, Ordino from the bridge to Plan. They have carried out three phases of the restoration of the road, and the remaining two phases to link with the Royal Road of Ordino, with the aim of facilitating a smooth path from Andorra la Vella to Serrat.

Given that it has not approved the budget bill for the year 2010, the Government has no real investment credits to deal with these expenses;

Seen that the character of urgency and need to reference these costs is justified by the fact that the Government must have sufficient budgetary credits to address the rehabilitation and renovation of the Royal Road of la Massana and should allow the staff of the Department of agriculture and our Natural heritage can perform its functions within the security conditions required;

Seen the report of the general intervention;

Seen the governmental agreement of 27 May 2010;

Article 1 approves an extraordinary credit for an amount of 877,750 euros for the budgetary and the following amounts: Department of agriculture and Natural Heritage 420-422 area of habitats and Fauna-habitats and fauna management PROJ-0022-60390 Other machinery and equipment, for a total of € 1,550 420 Department of agriculture and our Natural Heritage-422 area of habitats and Fauna-habitats and fauna management PROJ-0022-60870 Security Equipment , for an amount of € 420 750 Department of agriculture and our Natural Heritage-422 area of habitats and Fauna-habitats and fauna management PROJ-0022-60880 communications Material, for an amount of € 14,200 420 Department of agriculture and our Natural Heritage-423 Infraest Comm. Department. and Aquatic-Water management and environmental protection-0024 PROJ-60870 Security Facilities, for a total of 1,250 euro 420, Department of agriculture and our Natural Heritage-423 Infraest Comm. Department. and aquatic environment-2006-Restoration 0000000009 River and aquatic-60910 studies and projects, for a total of 3,500 euros 420 Department of agriculture and our Natural Heritage-423 Infraest Comm. Department. and aquatic environment-2006-Restoration 0000000009 River and aquatic-60770 protection and improvements of the environment and nature reserves, for a total of 100,000 euros 420 Department of agriculture and our Natural Heritage-423 Infraest Comm. Article 2 this Bill for an amount of EUR 377,750 will be funded by means of the following budgetary: 220-221 Heritage Department of budget and expenses and financial transactions-credit policy Interests 33010-PROJ-0008 expenses and financial operations.

The capital spending credits with multi-annual character and its funding, for a total amount of 500,000 euros, will be included in the respective budgets when they drafted the corresponding projects, in accordance with article 29 of the general law on public finance.

Final provision this law comes into force the day after being published in the official bulletin of the Principality of Andorra.
