Law since the General Council in its session of the 22nd September 2010 has approved the following: law 56/2010, of 22 September, extraordinary credit for dealing with the replacement of equipment and spare parts for vehicles of fleet in the area of maintenance and operation of roads and of the Department of prevention and fire extinguishing and rescue exhibition of illustrations and the Bill to the budget for the financial year 2010 expected the budget to assume the costs arising from the replacement of equipment and spare parts for vehicles of fleet in the area of maintenance and operation of roads (COEX) and the Department for the prevention and extinction of fire and rescue.

This corresponded to the forecast credits to finance the costs related to the replacement of equipment of transport for vehicles and widgets from the COEX (86 vehicles) and fire (46 vehicles). You have to anticipate that the vehicle fleet that need to manage has very specific vehicles such as the fire brigade, the fire truck of tunnels, removed turbines of snow, the snow, the sweeping machines and trucks estenedors of de-icers. This machinery, due to its characteristics, it should be available at all times due to the uniqueness of the tasks to which it is intended.

This year have come up repairs of damaged vehicles which are, among others, two trucks, a fire ladder truck fire tunnels, an ambulance, and two turbines to remove snow, you can't be out of service because they are involved in various tasks of emergency.

When the General Council does not approve the general budget Law, as in the case of this year, the Executive can not cope with the investment costs, with the exception of the expenses planned investment budget project pending approval that had been approved with the character of long-term costs, and that the head of Government, with the prior agreement of the Government, can be put into effect.

As a result, the Government does not have credits to cope with the cost of real investment mentioned, which are encrypted in a total of 150,000.00 euros.

The character of urgency and necessity of this investment is justified by the need to guarantee at all times the good condition of the fleet of vehicles both in the area of maintenance and operation of roads such as the Department for the prevention and extinction of fire and rescue.

Seen the report of the General intervention;

Seen the governmental agreement of 12 May 2010;

Article 1 approves an extraordinary credit for an amount of 150,000.00 euros to deal with the replacement of equipment and spare parts for vehicles of fleet in the area of maintenance and operation of roads and of the Department for the prevention and extinction of fire and rescue, for budgetary: mobility and exploitation Department of highways 620-622 area of maintenance and operation of roads-61400 Replacement and improvement of transport material-PROJ 0004 vehicle maintenance and widgets.

Article 2 This extraordinary credit is financed by means of the following pressupostaries: 310 Dept. Rel. Inst. and European Affairs-Rel Services 310.-Europe Diplomatic-49200 abroad-PROJ-0046 With. EU, Benelux and accredited countries, for a total of 10,000 euros.

330 Dept. of Multilateral Affairs and cooperation-International Organisations service 331-49270 cooperation to develop your army. and other-PROJ-0127 subsidies to civic organizations, for a total of 140,000 euros.

Final provision this law shall enter into force the day after being published in the official bulletin of the Principality of Andorra.
