The Andorran national Abattoir opened in 1999. Currently, and after a few years of operation, it is necessary to make investments to carry out the adaptation of the installations and facilities to allow tasks are carried out correctly, in compliance with the rules established for the handling and fitting of the end products.

The draft budget for the financial year 2010 as anticipated some of these actions, for a total amount of 6,424 euros, as the replacement of the computer and the computer program of control of cold stores, which are currently out of service, or the repairs and maintenance of the slaughterhouse.

In addition, it is necessary to deal with other actions not envisaged in this project, with a total amount of 44,450 euros, the need for which has emerged after having produced the project. This year it is necessary to deal with the acquisition of miscellaneous equipment that has been damaged by the use and that, as that is obsolete, it has been replaced by more modern machinery, such as labelling machines and a new ternal to raise cattle. You should also replace the sacrificial material and equipment of cold. In addition, they have to make various repairs of leaks of water and paint.

With regard to current expenditures already mentioned, of an amount of 35,000 euros, the Government does not have sufficient credits in dozens parts to deal with, because these costs were not estimated in the previous year and given the budgetary situation of extension. Likewise, the Government does not have credits to deal with the acquisition of this investment, which is encrypted in euros € 11,500 15,874 of which have arisen after having made the draft budget 2010 and, therefore, were not included.

The character of urgency and need is justified by the fact that the Government has to have the credits necessary to carry out the renovation of the facilities to ensure the correct operation of the slaughterhouse Nacional d'Andorra and allow the supply of products complying with the rules.

Seen on the 12 of May 2010, the Government has approved an advance of funds for a total amount of € 50,874 in order tackle the costs derived from the contingency plan of the slaughterhouse Nacional d'Andorra.

Article 1 approves a loan for an amount of € 15,874 extraordinaire, for budgetary as well: 420, Department of agriculture and our Natural Heritage-Veterinary Area 420-PROJ-0003 National Abattoir-60390 Other machinery and equipment, for a total of 3,500 euros 420 Department of agriculture and our Natural Heritage-Veterinary Area 420-PROJ-0003 National Abattoir-61300 Replacement and improvement of equipment of facilities, for an amount of € 4,374 420 Department of agriculture and our Natural Heritage-Veterinary Area 420-PROJ-0003 National Abattoir-61610 Replacement and improvement of computer equipment , for a total of 8,000 euros.

Article 2 approves an additional credit for an amount of € 35,000, for budgetary as well: 420, Department of agriculture and our Natural Heritage-Veterinary Area 420-PROJ-0003 National Abattoir-21200 repair and maintenance of buildings and other constructions, for a total of 14,000 euro 420, Department of agriculture and our Natural Heritage-Veterinary Area 420-PROJ-0003 National Abattoir-21300 repair and maintenance of machinery, installations and equipment , for a total of 21,000 euros.

Article 3 this Bill is financed by means of the following budgetary items: 420, Department of agriculture and our Natural Heritage-Veterinary Area 420-PROJ-0002 Animal Health-47290 Other private companies, for a total of 520 euros 37,500 educational systems, School Services Department-524 Kingdom.
