Law 8/2011, from October 13, extraordinary credit in order to finance the credits to the emancipation and the credits to access a rental housing corresponding to the call for aid for the 2011 rental housing since the General Council in its session of October 13th, 2011 has approved the following: law 8/2011, from October 13, extraordinary credit in order to finance the credits to the emancipation and the credits to access a corresponding rental housing the call for aid for the rental housing of the year 2011 statement of reasons on 30 March 2005 approved the regulation for assistance to the rental housing, which was launched for the first time two types of grants to improve the conditions of access and maintenance of rental housing: the periodic subsidies to housing for rent and the credits to the Emancipation Proclamation. In the call for aid for the rental housing of the year 2009 (June 2009-August 2010) were introduced by the Decree of modification of the regulation of reference, the credits for access to rental housing, meant to finance the costs that can be individuals or families who are in a difficult economic situation and have to sign his first contract of rent or have to change floor.

For the call for aid for the rental housing of the year 2010 (September 2010-August 2011) the General Council approved the Law 26/2010, of 3 June, extraordinary credit in order to finance the credits to the emancipation and the credits to access a rental housing, for a total of 117,000 €.

Seen that this year, the Government has to summon the assistance in the housing of the year 2011, which includes the period from September 2011 to August 2012;

Seen that the Government has appropriations to finance the expenditure referred to in the months of September to December this year, encrypted in 22,000 euros;

Seen that the character of urgency and necessity of this expense are justified by the fact that the Government should have the budgetary credits in the eighth chapter, devoted to financial assets, in order to open the call of the credits for the year 2011, and to be able to grant credits to the emancipation and the credits to access a rental housing;

Seen the report of the General intervention;

Seen the governmental agreement of 24 August 2011;

Article 1 approves a loan for an amount of € 22,000 extraordinaire, for budgetary as follows: 270-270 Housing Department the Housing Service-rental housing Credits 81010-PROJ-0003 measures of access to housing.

Article 2 This extraordinary credit funded by the following budgetary Multilateral Affairs and Cooperation Department: 430-430 service of international organizations-49270 development cooperation and other-PROJ-0127 subsidies to civic organizations.

Final provision this law shall enter into force the day after being published in the official bulletin of the Principality of Andorra.
