Law 10/2011, from October 13, extraordinary credit in order to finance the costs of the contract of concession of the fast express bus line between Sant Julià de Lòria, Andorra la Vella and Escaldes-Engordany since the General Council in its session of October 13th, 2011 has approved the following: law 10/2011, from October 13, extraordinary credit in order to finance the costs of the contract of concession of the quick line express bus between Sant Julià de Lòria, Andorra la Vella and Escaldes-Engordany preamble on 7 September 2006, the Government of Andorra signed the contract of concession of the fast express bus line between Sant Julià de Lòria, Andorra la Vella and Escaldes-Engordany. This contract establishes that the Government has to meet on a quarterly basis the fees of depreciation of the investment to the dealership, in a period of at least 7 years.

Seen that the Government has no credits for effecting the transfer of capital for the year 2011 which has to finance the redemption of investment relating to the concession contract mentioned;

Seen that the last budget that was passed does not include long-term credits to assume the payment commitments that affect the 2012 and 2013 that are mandatory, in accordance with articles 29 and 31 of the general law on public finance;

Seen that the character of urgency and necessity of these costs is justified by the fact that the Department should have the budgetary credits in order to meet the payment commitments contracted for the year 2011.

Seen the report of the General intervention;

Seen the Government agreement of 7 September 2011;

Article 1 approves an extraordinary credit for an amount of € 734,803.85, € 267,201.40 for the year 2011 and 467,602.45 euros in multi-annual character for the years 2012 (267,201.40 euros) and 2013 (200,401.05 euros), to finance the costs of the contract of concession of the express bus line between Sant Julià, Andorra la Vella and Escaldes-Engordany for the following budgetary : 370 Dept. mobility, exploitation of Roads-National Transport Unit 372 passengers-77290 to other private companies-PROJ-0017 transport Administration Article 2 The extraordinary credit for the year 2011 for an amount of 267,201.40 euros is financed by means of the following budgetary Multilateral Affairs and Cooperation Department: 430-430 service of international organizations-49270-cooperation for development, and other-PROJ-0010-DH Policy and cooperation for development capital expenditure credits with multi-annual character and its financing , of a total amount of 467,602.45 euros, have been included in the respective budgets when they drafted the corresponding budget projects, in accordance with article 29 of the general law on public finance.

Final provision this law shall enter into force the day after being published in the official bulletin of the Principality of Andorra.
