Law 15/2011, from 24 November, extraordinary credit to cope with the costs of the training seminar for evaluators of the 4th cycle of the GRECO, to be held in Andorra on 9 November 2011 given that the General Council at its session of November 24th, 2011 has approved the following: law 15/2011 , 24 November, extraordinary credit to cope with the costs of the training seminar for evaluators of the 4th cycle of the GRECO, which will take place in Andorra in November 9, 2011 exhibition of illustrations on 9 November 2011 will take place in the training seminar for evaluators of the 4th cycle of the GRECO (Group of States against corruption) , the organisation and part of the costs of which are borne by the Government in accordance with the commitments undertaken by the Council of Europe on 15 March and 9 June 2011.
El GRECO was created in 1999 by the Council of Europe to ensure that the Member States meet the standards of the organisation's anti-corruption and aims to improve the ability of its members to fight against corruption, and ensure, through a dynamic process of mutual evaluation and peer pressure, that meet the rules of the Board of Europe in the fight against corruption. It also helps to identify gaps in national policies against corruption and encourages other States to carry out legislative, institutional and practical reforms. El GRECO is a forum to share best practices in the prevention and detection of corruption.
Currently, el GRECO is composed of 49 States (48 countries in Europe and the United States of America). Andorra is a member since 2005 and it should be noted that from 10 November 1994 is Member State of the Council of Europe, a body which will assume the Presidency for the first time November 2012 in may 2013.
The cost that you have to take the Government to organize the training seminar for evaluators of the 4th cycle of the GRECO comprises the costs of logistics in Andorra of all attendees, which is estimated to be 150 people; the travel and accommodation of a third of these participants; and also of the costs pertaining to the trainers and performers (including equipment), and part of the corresponding to the members of the secretariat of GRECO.
Seen that the Government does not have the credits necessary to deal with these expenses, estimated at € 111,502.38;
Seen that the Government, by agreement of August 31, 2011, has approved an advance of funds for a total amount of 111,502.38 euros to deal with the expenses referred to in the following budget: 265 Prev. Unit and fight against corruption-265 Prev. Unit and fight against corruption-GRECO PROJ0003 (Council of Europe)-22660 meetings, conferences and courses;
Seen that the character of urgency and necessity of these expenses can be explained by the importance of financing commitments by the Government in front of the Council of Europe in relation to the Organization of this training seminar;
Seen the report of the General intervention;
Seen the governmental agreement of 31 August 2011.
Article 1 approves an extraordinary credit for an amount of 111,502.38 euros to deal with the costs of the training seminar for evaluators of the 4th cycle of the GRECO, to be held in Andorra on 9 November 2011, for the following game: 265 Prev. Unit and fight against corruption-265 Prev. Unit and fight against corruption-GRECO PROJ0003 (Council of Europe)-22660 Meetings conferences and courses Article 2 This extraordinary credit is financed by means of the following budgetary items: 310 Department of Economics-energy Area 310-PROJ0021 Bureau of business innovation-22670 advertising and propaganda, for an amount of 33,333.33 euros.
370 Department of Mobility and operation of roads-371 area of maintenance and operation of roads-PROJ0002 conservation of roads-20200 Rental buildings and other constructions, for an amount of 78,169.05 euros.
Final provision this law enters into force on the same day to be published in the official bulletin of the Principality of Andorra.
