Law 24/2011, from 29 December, at an additional cost of credit for an amount of 224,311.18 euros, to deal with the payment of the totality of public aid for the year 2011 in sports entities legally constituted since the General Council in its session of December 29, 2011 has approved the following: Law 24/2011 , 29 December, additional credit for an amount of 224,311.18 euros, to deal with the payment of the totality of public aid for the year 2011 in sports entities legally constituted reason article 51 of title VIII of the law of the sport of 30 June 1998 provides that "in order to protect and promote the sport , the competent Ministry in sports can promote the programs and activities that are consistent with the criteria and guidelines of the sports policy of the State, to develop the sports federations and the Andorran Olympic Committee. Can be set, to this effect, various systems of direct or indirect financial support, and the conditions for the granting of subsidies and grants for the sport, with annual or pluriannual puntual ". In this sense they have approved the regulation for aid to the sport, 12 July 2000, and the subsequent modifications, from the 23rd of April 2008 and December 28, 2010.

For the year 2011, the Secretary of State of sports has planned to allocate grants to be used to finance the operating costs and the sports programmes of 34 federations and 4 clubs, and the payment of 35 high-performance program scholarship of Andorra (11 sports federations), Skiing program-study and Tutoresport program. It is important to keep in mind that these grants represent on average, approximately 80% of the total income of the sports organisations.

Seen that the Government does not have enough credits to meet these expenses, estimated at € 224,311.18;

The character of urgency and need is justified by the fact that the Government must have sufficient credits to grant public aid to the legally constituted sports organizations, and ensure the functioning and sports programs that develop, and to the importance of financing commitments by the Government;

Seen that the Government, by agreement of 16 November 2011, has approved an advance of funds of a total amount of 224,311.18 euros to deal with the expenses referred to in the following budget: Sports Department 140-140 sports area-PROJ0006-federations and clubs-48210 federations and sports clubs;

Seen the report of the General intervention;

Seen the governmental agreement of 16 November 2011;

Article 1 approves a credit fee of an amount of 224,311.18 euros for the following budget game: Sports Department 140-140 sports area-PROJ0006 federations and clubs-48210 federations and sports clubs Article 2 This credit fee is financed by means of the following pressupostaries: 410-Department of European Affairs-410 services of diplomatic relations-Europe-PROJ0046 With. EU, Benelux and accredited countries – 49200 abroad, to the amount of 49,222.91 euros, 410-Department of European Affairs-Europe diplomatic relations services 410-PROJ0047 With. Spain and accredited countries – 49200 abroad, to the amount of 51,985.88 euros, 410-Department of European Affairs-Europe diplomatic relations services 410-PROJ0052 Austria Embassy-49200 abroad, to the amount of 8,800.95 euros 430-Department of Multilateral Affairs and cooperation-International Organisations service 430-PROJ0127 grants to civic-49270 cooperation for development and others, for an amount of 114,301.44 euros final provision this law comes into force the day after being published in the official bulletin of the Principality of Andorra.
