Law 21/2012, of 18 October, credit supplement to deal with investment costs resulting from the adaptation of the new headquarters of the Constitutional Court and of modification of the budget of income of the Constitutional Court contained in law 22/2011, from 29 December, of the budget for the financial year 2012 since the General Council in its session of October 18th, 2012 has approved the following : law 21/2012, of 18 October, credit supplement to deal with investment costs resulting from the adaptation of the new headquarters of the Constitutional Court and of modification of the budget of income of the Constitutional Court contained in law 22/2011, from 29 December, of the budget for the financial year 2012 exhibition of illustrations and the law of the budget for the year 2012 specifically, the budget of the Constitutional Court, includes credits of real investment costs for an amount of € 32,550 and the respective income through a transfer of capital from the Government.

The opening credits of real investment does not anticipate the cost of reconditioning and adaptation of the new premises of the Constitutional Court that have arisen as a result of the transfer of this institution at the premises of the former Audit Office. These costs, which are encrypted at 18,000 euros, have caused subsequent to the preparation of the budget for the year 2012 and is funded with the cash remaining in the Constitutional Court.

Equally, it is here that the opening credits of real investment of the budget of the Constitutional Court are to finance through the remnant of the Treasury of this institution, and therefore it is proposed to modify the revenue budget of the Constitutional Court provided this funding through a transfer of capital from the Government.

The legislation foresees that the initiative to present the budget bill is exclusive of the Government and, therefore, possible modifications of the project through the processing of credit supplements are also the exclusive authority of the Government.

In this respect, the Constitutional Court requested the Government submitting this credit charge Bill to deal with the costs of investment resulting from the adaptation of the new headquarters of the Constitutional Court and of modification of the budget of income of the Constitutional Court contained in law 22/2011, from 29 December, of the budget for the financial year 2012.

The urgent and necessary expenses of reference is justified by the fact that it has to adapt the new headquarters of the Constitutional Court to their needs for a correct operation of the jurisdictional activity of this institution.

Seen the report of the General intervention;

Seen the agreement of Government of July 11, 2012;

Article 1 approves a credit charge for a total of 18,000 €, for budgetary and amounts broken down as follows:-001 Constitutional Court-investment new headquarters of the Constitutional Court-60340 facilities, for a total of 12,000 €.

Constitutional Court-001-investment new headquarters of the Constitutional Court-60510 Office Equipment, for a total amount of € 6,000.

Article 2 This credit fee is financed by the remnants of the Treasury of the Constitutional Court.

Article 3 The chapter of the budget of income of the Constitutional Court, "7. Transfers of capital ", contained in the law 22/2011, from 29 December, of the budget for the financial year 2012, is replaced by the following content: 8. Financial assets 32,550.00 87 Remnants of 870 Treasury. Remnants of 87000 Treasury. Remnants of Treasury 32,550.00 final provision this law shall enter into force the day after being published in the official bulletin of the Principality of Andorra.
