lo26051003 law 14/2014, July 24, credit supplement intended to fund the advancement in the first phase of the construction of the National Stadium, certain items that had been initially planned in the second phase since the General Council in its session of July 24 2014 has approved the following: law 14/2014 , July 24, credit supplement intended to fund the advancement in the first phase of the construction of the National Stadium, certain items that had been initially planned in the second phase of preamble on December 14, 2012, the Government and the Andorran Football Federation signed a cooperation agreement to build a football stadium (framework agreement for the construction of the national stadium of Andorra in the field of sports the General Council). These requirements are described in detail in an annex of the agreement.

The payment is made in a fractional (500,000 € to the beginning of the works, 500,000 € to half work, and 1.000.000 € when the stadium is fully operational).
The Government developed the Covenants of the Convention and adopted the initiative to build the National Stadium at the Rugby field in the edge of the Sports Hall of the Consell General. The stadium will make the official matches of football and rugby, and meet the requirements set by both international federations. The approach has been to make the stadium in two phases, so that after the first phase the stadium because it would be fully operational to play official matches, although it would be for the second phase to extend some of the installations and of the performance of the equipment.
In this regard, and as a result of a public tender bid, on April 3, 2013, the Government awarded the company Locubsa the execution of the project "construction of the national stadium of Andorra – phase 1", for a total amount of € 3,779,887.63. Subsequently, the Government at the meeting of December 11, 2013, agreed to the extension of the contract for an amount of € 89,431.22, in accordance with article 22.1, letter f) of the law on public procurement, to cover unforeseen events that had once started the work. The work is currently in course of construction. In accordance with the term of the contract of work, the end of the works is planned for July of this year.
The contract, the construction of the first phase, it has been confirmed the interest of the QUALIFICATION in order to broadcast in high definition (HD) are televised international matches of the Andorran national team during the 2014-2015 season. Given that the need and the urgency to have the extension of this work to an amount of 666,423.15 € are justified by the interest to comply with the commitments by the "framework agreement for the construction of the national stadium of Andorra at the sports field of the General Council", in accordance with which the period of end of work is planned for the month of July 2014;
Seen that the Government, by agreement of 2 April 2014, has approved an advance of funds for a total amount of € 666,423.15, intended to fund the advancement in the first phase of the construction of the National Stadium, games of work initially planned to carry out in the second phase, for the following game: 320-326 Land Department Public Building area-60750-constructions and sports equipment-2011-0000000008 National Stadium;
