The legal system has not planned a transitional period of validity for the degrees issued, in accordance with the structure of higher education prior to the law 12/2008. In this sense, it introduces a transitional provision which allows the validity of these qualifications for the purposes of the articles mentioned, until they leave to issue qualifications according to the plans of studies prior to the law 12/2008.
At the same time, it is necessary to envisage measures to assess the professional skills of teachers with a Bachelor's degree prior to the law 12/2008 in order to recognize and validate your professional experience.
On the other hand, articles 16 and 28 stipulate that for exercise to master is required a university degree in the first cycle, the curriculum of which contains an important part of raw materials of didactic and educational field. The writing has generated problems of interpretation that will seek to resolve in the sense not to exclude the university degrees that contain one of the two areas.
Likewise, article 28 regulates that, to give the plastic and musical training areas and of physical education and sports, and ensure the teaching of the foreign language, it is necessary to possess the relevant expertise. The evolution of the offerings and the next environment National University, since the publication of the law, does not allow to bring together in a single university degree all requirements, with the result that in practice will require two degrees of the 1st cycle. In this way, modify the access requirements to recognize the training and experience in the specialization, while maintaining the requirement of a university degree that guarantees an optimum level of professionalization.

Article 2 Amendment of paragraphs 2 and 3 of article 28 modifies article 28 sections 2 and 3 of the law of the Andorran educational system Ordinance of 9 June 1994, which is worded as follows: "Article 28: (...)
2. Teachers assigned to this level of education must possess, at a minimum, a first cycle University degree the curriculum which contains an important part of educational level or educational matters.
3. The teaching staff that provided the areas of plastic and musical training and physical education and sports and foreign language must have, in addition, a radically re-articulates training in the specialty concerned. "
Article 3 adds a transitional provision, which is as follows: "transitional provision 1. The official first cycle higher education qualifications issued in accordance with the levels established prior to the entry into force of the law 12/2008, of June 12, of higher education, keep getting the consideration of university degrees in the first cycle for the purposes of the provisions in articles 16, 28, 54 and 62 of this law until 31 December 2019.

The official second-cycle higher education qualifications issued in accordance with the levels established prior to the entry into force of the law 12/2008, of June 12, of higher education, keep getting the consideration of second-cycle University degree qualifications for the purposes of the provisions in articles 38, 46 and 62 of this law until December 31, 2019. "
Final provision This law on modification of the law of the Andorran education system Ordinance of 9 June 1994, will come into force the day after its publication in the official bulletin of the Principality of Andorra.
