The Department for Sedentary Farming and Residence and New Economic Zones under the Ministry of Agriculture and Rural Development shall assume the prime responsibility in directing the elimination and replacement of poppy. The Department for Sedentarization and New Economic Zones shall be tasked to:

- Synthesize and work out programs, plans and projects for the Ministry; suggest policies to encourage peasants to eliminate and replace poppy.

- Coordinate with concerned ministries, branches and localities in directing the elimination and replacement of poppy; guide, urge, inspect and evaluate activities conducted in various localities.

- Periodically, sum-up and report on the performance of the task of replacing poppy in localities.

The other Departments of the Ministry of Agriculture and Rural Development shall, according to their assigned functions and tasks, participate in the program on elimination and replacement of poppy, together with the Department for Sedentarization and New Economic Zones.- (Summary)
