Projects invested with the State budget�s sources and under the overall planning on the army�s participation in the socio-economic construction and development of extremely difficult, deep-lying and remote communes in combination with the building of defense and security zones in strategic, border and coastal areas shall fully comply with the provisions of the Government�s Decree No.52/1999/ND-CP of July 8, 1999 promulgating the Regulation on investment and construction management and Decree No.12/2000/ND-CP of May 5, 2000 amending and supplementing a number of articles of the Regulation on construction and investment management as well as the provisions of this Circular.

This Circular specifies the planning work; the mode of allocating and settling capital construction funds; the reporting, inspecting and settling regime.- (Summary)
