THE MINISTRY OF LABOR, WAR INVALIDS AND SOCIAL AFFAIRS

Circular No.8-LDTBXH/TT of March 10, 1997 guiding the organization and operation of the Employment Service Centers in accordance with Decree No.72-CP of October 31, 1995 of the Government stipulating in details and guiding the implementation of a number of Articles on employment in the Labor Code.

The Ministry of Labor, War Invalids and Social Affairs shall perform the uniform State management over the employment service centers throughout the country, consider and approve their establishment.

The Circular stipulates in details the following contents: the functions, tasks and powers of the employment service centers; the competence to decide, and the order and procedures for the establishment of such centers; the organization, personnel, payrolls of such centers and their financial management.- (Summary)
