JOINT CIRCULAR No.22/1997/TT-LDTBXH-TCCB of December 29, 1997 guiding the functions, tasks, powers and organizational structure of sections in charge of the work on war invalids, martyrs and people with meritorious services to the nation, which are attached the local offices for labor, war invalids and social affairs.

The People's Committees of the provinces and cities directly under the Central Government shall set up specialized sections in charge of the work on war invalids, martyrs and people with meritorious services to the nation, within the labor, war invalids and social affairs service and on the basis of bureaus for policies towards war invalids and martyrs and bureaus for war invalids and social affairs.

Specialized sections in charge of the work on war invalids, martyrs and people with meritorious services to the nation at the provincial/municipal level shall be the sections for war invalids, martyrs and people with meritorious services to the nation attached to the provincial/municipal labor, war invalids and social affairs departments.

In charge of the work on war invalids, martyrs and people with meritorious services to the nation at district and provincial town level are the district labor, war invalids and social affairs sections or the district organization, labor, war invalids and social affairs sections without any specialized bodies.

In charge of the work on war invalids, martyrs and people with meritorious services to the nation at commune, ward and district township level are the commune People's Committees.- (Summary)
