The Ministry of Agriculture and Rural Development issued this Circular to guide a number of points in the Government�s guidelines along which the localities can carry out the solidification of canals and ditches. This Circular specifies the subjects and objectives of, and investment capital sources and technical requirements for the solidification of canals and ditches.

Priority subjects of the solidification of canals and ditches:

- Regions that lack water, major projects being pumping stations, reservoirs and spillway dams.

- Canal systems on surface of sandy land with great absorbability; canals running through poor and unstable land, outskirts, midland and mountainous areas with complicated terrains.- (Summary)
