JOINT CIRCULAR No. 09/2004/TTLT-BNN-BTC of March 31, 2004 guiding the implementation of the migration support regime under the Prime Minister's Decision No. 190/2003/QD-TTg of September 16, 2003 on migration policies for realization of population planning and relocation in the 2003-2010 period
This Joint Circular guides the implementation of the migration support regime for projects and areas for realization of population planning and relocation in rural areas under the State's plan, including projects on population planning and resettlement in border communes; projects on migration of people to islands; projects on population planning and relocation in necessary areas under Program 135 under the Prime Minister's Decision No. 138/2000/QD-TTg of November 29, 2000; projects on realization of population planning and relocation managed by the Defense Ministry; projects on sedentary farming and residence, projects on resettlement of migrants and building of new economic zones; and communes which satisfy the conditions for receiving migrants (prescribed at Point b, Clause 3, Article 2 of above-said Decision No. 190/2003/QD-TTg) according to the norms assigned by the provincial/municipal People's Committees.
It takes effect 15 days after its publication in the Official Gazette and replaces Circular No. 07/LD-TBXH of May 12, 1995 ; Circular No. 04/LDTBXH-DD of February 11, 1995; and Circular No. 15/LDTBXH of July 1, 1995 of the Ministry of Labor, War Invalids and Social Affairs.- (Summary)
