JOINT CIRCULAR No. 38/2004/TTLT/BTNMT-BNV of December 31, 2004 guiding the functions, tasks, powers and organizational structures of the land-use right registration offices and land-fund development organizations

Land-use right registration offices are set up at provincial and district levels to organize the land use registration, adjust land use changes, manage cadastral dossiers; assist the natural resources and environment bodies of the same level in carrying out administrative procedures for land management and use according to law provisions.

Land-fund development organizations are set up under decisions of the provincial-level People’s Committees to organize the compensation, support and resettlement for cases where land is recovered by the State after land-use plannings or plans are approved, and manage land funds in urban centers and areas where exist urban development plannings, which have been recovered but not yet assigned or leased by the State.

This Joint Circular takes effect 15 days after its publication in the Official Gazette.- (Summary)
