THE NATIONAL ASSEMBLY OF THE SOCIALIST REPUBLIC OF VIETNAM

RESOLVES:

Article 1.- To adopt the following law- and ordinance-making program for 2007:

I. Bills:

1. At the 11th session of the XIth National Assembly (scheduled for March 2007):

a/ To be passed by the National Assembly: two bills

1. The Bill Amending a Number of Articles of the Law on Organization of the National Assembly;

2. The Bill on Judicial Assistance.

b/ To be commented by the National Assembly: two bills

1. The Bill on Chemicals;

2. The Bill on Special Amnesty.

2. At the 2nd session of the XIIth National Assembly (scheduled for November 2007):

a/ To be passed by the National Assembly: six bills and one resolution

1. The Bill on Personal Income Tax;

2. The Bill on Quality of Products and Goods;

3. The Bill against Domestic Violence;

4. The Bill against Contagious Diseases;

5. The Bill on Chemicals;

6. The Bill on Special Amnesty;

7. The National Assembly's Resolution on the law- and ordinance-making programs for the whole XIIth tenure (2007-2012) and for 2008.

b/ To be commented by the National Assembly: 10 bills

13. The Bill on Officers of the Vietnamese People's Army (amended);

14. The Press Bill (amended);

15. The Bill Amending and Supplementing a Number of Articles of the Law on Drug Prevention and Combat;

16. The Bill on Elderly People.

1. To assign the National Assembly Standing Committee to direct the implementation of the 2007 law- and ordinance-making program.

2. The agencies that draft and submit bills and ordinances shall work out specific plans on organization of implementation, ensuring the quality and drafting schedule of bills and ordinances as well as the timely promulgation of guiding documents.

3. The National Assembly's Nationality Council and other Committees shall take the initiative in coordinating with drafting agencies and other concerned agencies and organizations in improving the quality of bills and draft ordinances, preparing appraisal reports and assisting the National Assembly Standing Committee in gathering comments on and adjusting bills and ordinances; and enhance supervision over the promulgation of documents guiding the implementation of laws and ordinances.

4. The Government shall work out measures to intensify law dissemination, propagation and introduction among all agencies, organizations and individuals for uniform understanding and implementation.
