This Joint Circular takes effect 15 days after its publication in “CONG BAO” and annuls Joint Circular No. 11/2002/TTLT-BGDDT-BTCCBCP-BTC-BLDTBXH of March 27, 2002, of the Ministry of Education and Training, the Government Commission for Organization and Personnel (now the Ministry of Home Affairs), the Ministry of Finance and the Ministry of Labor, War Invalids and Social Affairs.- (Summary)
